The Research Security Office (RSO) was created by Indiana University (IU) to address the security risks posed to the research environment at IU and to assist researchers with efforts to protect themselves, their research data and methodologies, publication rights, and intellectual property. RSO is one of the core divisions of IU Research. The Associate Vice President for Research and Chief Research Security Officer (AVP/CRSO) is a member of IU Research's Senior Leadership Team and serves as IU's Facility Security Officer (FSO).
As part of its mission, RSO is tasked with operating IU's industrial security program in compliance with the National Industrial Security Program Operating Manual (32 CFR Part 117) and other applicable government and sponsor requirements related to safeguarding classified information. This includes operation of the Insider Threat Program.
Indiana University (IU) seeks a highly qualified and experienced professional to serve as the Assistant Facility Security Officer (AFSO) and Insider Threat Program Senior Official (ITPSO).
Department‑Specific Responsibilities- Supports the university's industrial security program under the National Industrial Security Program (NISP) and leads the Insider Threat Program to ensure the protection of classified information and personnel.
- Assists the Facility Security Officer in maintaining compliance with federal regulations, while the ITPSO is responsible for developing, implementing, and overseeing the Insider Threat Program in accordance with National Industrial Security Program Operating Manual (NISPOM) and other applicable government and sponsor requirements.
- Assists the Facility Security Officer (FSO) in managing the university's industrial security program.
- Creates efficient electronic workflows for management of visitors, personnel clearance requests, etc.
- Supports compliance with the NISPOM and other applicable government and sponsor regulations and requirements.
- Serves as a secondary liaison with the Defense Counterintelligence and Security Agency (DCSA).
- Helps maintain facility clearance requirements and documentation.
- Ensures appropriate safeguarding of classified information through physical, IT, and procedural controls.
- Participates in self‑inspections and audits.
- Supports investigations and incident response efforts.
- Supports personnel security clearance processes, including initiation, maintenance, and termination.
- Conducts background checks and maintain security files.
- Provides guidance and training on security awareness and other relevant industrial security matters to cleared personnel.
- Assists in preparing and submitting reports to DCSA and other agencies.
- Maintains documentation and records in accordance with federal guidelines.
- Stays current with changes in security regulations and implement necessary updates.
- Further develops and oversees the Insider Threat Program in compliance with NISPOM requirements.
- Coordinates with internal stakeholders to identify, assess, and mitigate insider threats, including leading IU's Insider Threat Program Working Group.
- Establishes and maintains procedures for reporting, tracking, and responding to potential threats.
- Conducts risk assessments and implement mitigation strategies.
- Ensures proper training and awareness for all cleared personnel regarding insider threat indicators and reporting responsibilities.
- Liaises with faculty and staff, including the Office of National Defense (R and
D) Relations to ensure efficient, secure operations of the Applied Research Center. - Coordinates security procedures related to classified meetings and events.
- Provides highest level of operational leadership and coordination of assigned staff members to define program methodologies and standards; provides direction and guidance on high priority program operations/projects/initiatives.
