Summary

Responsible for supervising and overseeing the implementation of the Minnesota Tribal Resource for Early Childhood Care contract with the MN Department of Human Services (DHS).

Education and Experience
  • Associates Degree in Early Childhood or related field required.
  • Experience working in the Early Childhood field and within the community required.
  • Experience in public relations and public speaking.

  • Excellent computer application skills and experience in Microsoft Windows & Internet access.
  • Excellent verbal and written communication skills.
  • Ability to relate to people from many backgrounds.
  • Ability to deal with conflicting situations in a patient and sensitive manner.
  • Ability to meet deadlines and prioritize workload.
  • Excellent organizational and leadership capabilities.
  • Ability to work effectively with minimal supervision.
  • Yearly physical and TB test.
  • Native American Preference.
  • Positive background check.
  • Pre‑employment drug testing is mandatory for all Leech Lake Band of Ojibwe positions.
Responsibilities Administrative
  • Become knowledgeable of the current Child Care Aware of Minnesota (CCA) Standards, Child Care Development Fund Requirements and Tribal Licensing offered throughout the state.
  • Promote and advocate throughout the state of Minnesota for early childhood care and education.
  • Monitor and ensure the achievement of program goals and contract requirements of the DHS work plan.
  • Communicate with government, community agencies and public officials regarding MNTRECC program policies and implementation.
  • Participate in CCA and DHS site visits and monitoring/check‑in calls.
  • Collaborate with CCA District Coordinators, CCA Coordinating Office and DHS in the development and implementation of the service delivery plan according to the MNTRECC contract.
  • Ensure MNTRECC activities are publicized statewide based on CCA requirements.
  • Attend all District meetings, committee meetings and in‑service training that are required according to the DHS work plan.
  • Participate on various committees, boards or community groups to ensure tribal issues are represented.
  • Work with Early Childhood Development Director to ensure that all MNTRECC grant applications and work plans required for program operations are submitted in a timely manner.
  • Ensure approved contracts are processed according to contract and Leech Lake Band of Ojibwe requirements.
  • Develop forecasted budget narratives for the program and submit to Early Childhood Development Director.
  • Review revenue & expense reports with Early Childhood Development Director.
  • Ensure that all reports required by the terms and conditions of each contract are processed in a timely manner.
  • Maintain an accurate and up to date filing system for all contract information received.
Statewide Services
  • Coordinate and facilitate the MNTRECC Planning Team meetings on a quarterly basis for the purpose of sharing objectives and goals of the work plan and develop strategies to ensure implementation of MNTRECC statewide activities.
  • Act as liaison between Tribal Child Care programs and CCA programs to promote coordinated services and to share information.
  • Communicate with CCA District Coordinators on a regular basis to discuss tribal childcare issues and concerns.
  • Serve as advocate and resource to Tribal Child Care programs.
  • Provide assistance to Tribal Child Care Programs for enhancement of CCDF plans, building capacity & retention and connecting with CCA activities within their area.
  • Provide technical assistance, as needed, to tribal programs engaged in the Parent Aware Quality Rating System.
  • Collaborate with MNTRECC Planning Team members, CCA, Achieve and DHS to offer Training of Trainer opportunities for MNTRECC sponsored curriculum (PIP, Language Curriculum) and implementing structure of alternative trainer approval process.
  • Collaborate with Planning Team members and Achieve in developing process for advertising and recruiting Native American trainers and establishing Tribal Training Advisory Committees throughout the state.
