Position: Engineering Technician (Land Surveying)

Overview

The City of Bloomington is seeking an individual to provide manual and technical field support performing a variety of surveying functions. The City employs a wide range of Engineering Technicians.   • Inspect construction on infrastructure projects to ensure work aligns with specifications and plans; inspections may involve a variety of moderately difficult projects
  • Enforce practices/policies outlined in City Code or other documentation (e.g., noise ordinance, erosion control)
  • Maintain accurate construction diaries, as-built drawings, survey notes, and other records
  • Oversee material testing conducted by contractors and consultant testing companies for conformance with specifications
  • Prepare pre-design layouts, detailed plans, and estimated quantities using AutoCAD and MS Excel
  • Tabulate quantities for timely payments to contractors using One Office and MS Excel
  • Communicate with property owners affected by construction; explain projects and schedules; ensure access to property and traffic control as required
  • Prepare plats, maps, construction plans, and other drawings
  • Translate and understand as-builts and other recorded field data
  • Operate GIS software to input as-builts and other data
  • Develop and manage fiber optic projects for signal and ITS projects; coordinate with City staff and outside agencies on fiber optic systems, hardware, software and information security
  • Coordinate design and staff assignment with other City staff to complete projects
  • Participate in pre-construction conferences to ensure understanding of signal and traffic items and to schedule work
  • Direct and participate in preparation of construction cost estimates
  • Manage and execute contracts with outside firms; serve as Project Engineer and Project Manager as assigned
  • Perform related work as apparent or assigned
Essential Functions
  • Infrastructure Design and Construction Section:
    Inspects, manages and coordinates infrastructure projects; designs and prepares plans for infrastructure projects
  • Survey Section:
    Performs a variety of survey functions including topographic surveys, property surveys and construction staking; serves as crew chief as assigned; ensures drainage is properly maintained for curb staking
  • Traffic/Development Section:
    Assists with private development review, permitting and coordination; performs traffic counts and data compilation; assists in signing/traffic control layouts; assists in warrant analysis; assists in ROW permitting including 5G installations; may manage traffic counting program
  • Water Resources Section:
    Assists with storm water modeling input data, wetlands delineations, erosion control inspections, SWPPP programs, and related tasks
