Job Summary

The OCC Regulatory Specialist is responsible for supporting Operations Control Center (OCC) compliance activities by ensuring adherence to applicable regulatory standards. This role focuses on NERC Reliability Standards compliance, audit and quality assurance processes, documentation and evidence management, and day-to-day regulatory operations to support the remote operation of power plants.

Scope of Job

Develop, maintain, and administer an effective and comprehensive audit and quality assurance process for the Operations Control Center (OCC). Support data systems and operational processes to ensure OCC Operators remotely operate power plants in full compliance with all applicable North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), ISO, Interconnection, and Contractual requirements.

Key Responsibilities Compliance, Audit, and Risk Management
  • Monitor, interpret, and ensure compliance with NERC Reliability Standards, including CIP and Operations & Planning (O&P).
  • Prepare RFIs and audit documentation; manage audit data requests and coordinate with internal stakeholders.
  • Conduct gap analyses, identify compliance vulnerabilities, and assess the compliance impact of projects and operational changes.
  • Analyze mis operations and operational events; develop, implement, and complete Corrective Action Plans (CAPs).
  • Provide oversight and management of OCC Visitor Logs to support CIP compliance requirements.
Quality Assurance & Data Management
  • 20% – Maintain the OCC Quality Assurance program, ensuring clean and accurate data for OCC automated KPIs; generate monthly OCC KPI reports.
  • 15% – Perform inquiries and investigations related to OCC KPI data discrepancies, including analysis of real-time operational event management.
  • 15% – Track and monitor remediation activities, including independent verification and documentation of completion.
  • 10% – Develop and conduct regular internal quality assurance reviews; provide summaries and recommendations to improve OCC performance and regulatory compliance.
Operational & Technical Support
  • Coordinate with system operators to ensure real-time compliance and accurate reporting.
  • 5% – Assist with testing of newly enhanced Monarch tools and alerts implemented within the OCC.
  • 5% – Perform procedure reviews and updates to ensure standardized information and effective risk management related to instructional discrepancies.
  • 5% – Assist with the integration of new OCC procedures.
  • 5% – Track requests and modifications related to Indji Weather Service administration.
Reporting, Communication & Administration
  • 5% – Coordinate and participate in the timely completion of analytical and administrative tasks, activities, and RFIs; establish and improve processes to support efficient and accurate reporting; prepare reports for internal and external use.
  • 5% – Disseminate information and respond to requests in a timely manner; recommend new programs or changes to existing processes.

Qualifications / Education / Experience
  • Bachelor’s Degree in Engineering or a technical discipline, or equivalent relevant work experience.
  • Strong understanding of renewable energy control center operations and operational dynamics.
  • Minimum of 3 years of experience in a renewable operations environment with increasing levels of responsibility.
  • Independent, analytical, and self-motivated with the ability to collaborate across departments and with external stakeholders.
  • Must be able to successfully clear a 7-year background check.
Skills / Knowledge / Abilities
  • Knowledge of State and Federal regulations, NERC Standards, and company procedures.
  • Proficiency in Microsoft Office Professional Suite, with strong experience in Excel spreadsheet development, MS-SQL databases, and Word documentation for compliance reporting.
  • Excellent organizational and planning skills with the ability to manage multiple priorities simultaneously.
  • Strong verbal, written, and interpersonal communication skills.
