The Minnesota Department of Employment and Economic Development (DEED) is seeking a dynamic Talent Acquisition and Classification Supervisor to lead a team of Human Resource (HR) professionals in delivering comprehensive consultation and services in job design, recruitment, staffing, compensation, and employee retention. This role is pivotal in advancing DEED’s mission by managing the full-cycle hiring process, driving process improvements, and fostering diversity, equity, and inclusion across the agency.

The Supervisor will collaborate with agency leadership, hiring managers, and HR staff to recruit and retain a talented workforce, oversee classification and compensation analysis, and implement strategic initiatives for both high-volume and hard-to-fill positions.

As a member of the HR Leadership team, the Talent Acquisition and Classification Supervisor will develop and execute targeted recruitment strategies, analyze workforce data, and ensure compliance with state and federal guidelines. The position requires robust leadership, communication, and analytical skills, as well as expertise in HR best practices and industry trends. The successful candidate will champion inclusive behaviors, maintain effective relationships with internal and external stakeholders, and contribute to DEED’s reputation as an employer of choice.

This position will be based out of the St. Paul or Mankato office and may be eligible for some telework. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on operational needs or changes in state policy.

Minimum Qualifications

Four (4) years
* of progressively responsible human resources experience in job analysis/classification, recruitment and selection, and compensation.

* Bachelor's degree in Human Resources, Business Management, Organizational Development, Employment Law, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience delegating or assigning responsibilities or providing developmental opportunities to team members.
  • Experience interpreting collective bargaining agreements and plans governing compensation and terms and conditions of employment.
  • Knowledge of state and federal employment laws and the ability to interpret and apply them to classification, recruitment selection, hiring, promotion, and retention of employees.
  • Ability to hold difficult conversations and resolve conflict.
  • Ability to hold team members accountable for their work product and meeting established goals.
  • Ability to understand and acknowledge the unique contributions of others and ensuring customers and colleagues have opportunities to provide input.
