Data Analyst, Business Systems & Technology Analysis
Position Overview
As part of the Community Services Strategy and Planning Management Team, the Management Analyst II will support department-wide data, reporting, systems analysis, and performance measurement efforts. This position translates complex data into clear, accurate, and actionable information for leadership, program managers, supervisors, internal stakeholders, county partners, state agencies, and the public.
Responsibilities- Develop, maintain, and improve Power BI reports, dashboards, data visualizations, and analytical tools to monitor programs, operations, outputs, outcomes, and service trends.
- Work with data systems, reporting tools, and query tools to gather, analyze, and interpret information that supports program monitoring, operational decision-making, and department-wide planning.
- Collaborate with divisions to identify data needs, define meaningful metrics, and establish processes for monitoring key outputs, outcomes, trends, and service indicators over time.
- Analyze current reporting systems, methods, and procedures; identify opportunities for improvement; and recommend solutions that improve data access, consistency, efficiency, and usefulness across the department.
- Prepare and review data used in internal and public-facing reports, dashboards, presentations, and other materials, ensuring accuracy, context, confidentiality, and data integrity.
- Support larger data and systems projects involving state agencies, counties, vendors, and cross-functional internal teams.
- Coordinate and balance ongoing reporting responsibilities with broader data modernization, performance measurement, system improvement, and cross-agency data initiatives.
- Maintain systems support, customize operational systems, and develop system and application training materials.
- Assist with financial reporting, budget monitoring, and recommendation of budget decisions.
- Participate in community outreach, liaison with public agencies, community organizations, foundations, and intra-county divisions.
- Perform other related duties as assigned.
- Ability to translate complex data into clear, accurate, and actionable information for both technical and non-technical audiences.
- Experience developing, maintaining, and improving Power BI reports, dashboards, and data visualizations.
- Experience with data systems, reporting tools, or query tools; familiarity with SQL or database query tools preferred.
- Knowledge of human services, public sector, or government program data.
- Familiarity with state systems or other large operational databases.
- Background in performance measurement, including outputs, outcomes, trends, and service indicators.
- Skill in evaluating reporting systems, data processes, and procedures and recommending improvements for accuracy, consistency, efficiency, and usability.
- Experience preparing accurate data or analysis for public-facing reports, presentations, dashboards, or other external materials.
- Ability to support data projects involving state agencies, counties, vendors, and cross-functional internal teams.
Minimum Qualifications:
Bachelor's Degree in public administration, math, statistics, business, or related field and three (3) years of experience as a Management Analyst I or equivalent. Five years of county experience in the assigned area can substitute for the degree.
