Eligibility Technician I/II – Blythe, CA (Finance)

This recruitment will establish a candidate pool of qualified applicants and will remain open until filled. Due to the nature and volume of this recruitment you will only receive correspondence if invited for testing, referred for an interview, or when the event is complete.

The County of Riverside's Department of Public Social Services (DPSS), Self‑Sufficiency Division, is recruiting for multiple bilingual and non‑bilingual Eligibility Technician I/II positions for the McFresh and CalWORKs programs at its office located in Blythe, CA.

Location

Blythe, California – located 225 miles east of Los Angeles, 118 miles east of Palm Springs, and 150 miles west of Phoenix, Arizona.

Training & Benefits
  • New hire induction training: 16‑20 weeks. Attendance throughout the training is mandatory.

Salary Range

Eligibility Technician I: $21.73 – $28.59 per hour

Eligibility Technician II: $23.79 – $32.39 per hour

Responsibilities
  • Participate in Eligibility Technician Induction Training and on‑the‑job training to learn typical duties.
  • Interview applicants and recipients of aid to clarify application and declaration forms, conduct interviews in the DPSS offices, by phone, or at private homes, hospitals, and nursing homes.
  • Obtain pertinent information such as income, other financial resources, obligations/debts, and additional data to resolve discrepancies by telephone, correspondence, or personal interviews.
  • Determine eligibility according to established procedures, dictating or recording information for case records.
  • Interpret program regulations and other material for applicants, recipients, and the general public.
  • Maintain focus on internal and external customer needs, developing and maintaining effective relationships with a diverse client base.
  • Establish rapport during phone and in‑person interviews, explain the purpose of the interview, respond to customer concerns, and ask appropriate follow‑up questions.
  • Write clear, well‑organized documentation using accurate grammar tailored to the intended audience.
  • Use external systems, applications, search engines, and databases to conduct research for eligibility determination.
  • Compute amounts of grant authorized and perform related calculations.
  • Prepare and maintain documents associated with the eligibility determination process.
  • Refer applicants and recipients who appear to need social services to designated social work staff after completing referral forms.
Qualifications – Eligibility Technician I
  • Highly Desired: Working knowledge of CalSAWs (State Automated Welfare System), experience interviewing clients, assisting clients with completing applications, and English–Spanish bilingualism.
  • Education Options:
    • Option I: High‑school graduation or satisfactory G.E.D. score; two years of general or specialized clerical experience.
    • Option II: High‑school graduation or satisfactory G.E.D. score; two years of responsible experience involving public contact, interviewing, math computations, or completing complex forms.
    • Option III: Completion of 60 semester (or 90 quarter) units from an accredited college or university, preferably coursework in social welfare, sociology, human services, behavioral sciences, business/public administration, or related field; no experience required.
  • Knowledge: Interviewing and record‑keeping techniques; standard office procedures and practices.
  • Ability: Interview effectively in varied settings; accurately gather, record, and evaluate data necessary for eligibility; correctly interpret rules and regulations; speak and write effectively; maintain accurate records; prioritize and meet deadlines.
