General Statement of Job

Under the general direction of the Zoning Manager, the Assistant Zoning Manager performs advanced professional, technical, and supervisory work in administering and enforcing the City's Code of Ordinances, including the Land Development Regulations (LDR) and other applicable regulations governing land development and use. The position assists in managing the City's zoning review process by overseeing the review of complex and routine zoning applications, building permits, and business tax and licensing submissions to ensure compliance with applicable regulations.

The Assistant Zoning Manager supervises Zoning Officers and Zoning Technicians, providing leadership, guidance, and oversight to support efficient operations and high-quality customer service. The position works closely with applicants, property owners, residents, City staff, and land development professionals to provide technical guidance, interpret zoning regulations, resolve complex issues, conduct field inspections, and exercise sound professional judgement in the application of zoning requirements.

The Assistant Zoning Manager also serves as the Department's liaison to advisory boards, delivers presentations at public meetings, and completes special projects as assigned. This position will also serve as the City's Certified Floodplain Manager, administering the City's floodplain management program.

Essential Functions
  • Assists the Zoning Manager in managing and overseeing the overall zoning and related review processes, exercises delegated authority to approve related items including platting and subdivision, certificates of use, variances, appeals, and similar applications, and zoning compliance review of building permits, etc.
  • Serves as the primary supervisor of Zoning Officers and Zoning Technicians, exercising responsibility for planning, assigning, directing, reviewing, coaching, evaluating, and adjusting daily and long-term work priorities, schedule, and recommending personnel actions in accordance with City policies.
  • Plans, assigns, oversees, and reviews the work of assigned staff, ensuring tasks are completed accurately, efficiently, and in accordance with operational standards.
  • Performs and oversees highly complex zoning compliance reviews of building permits, certificates of use, and business tax receipts, ensuring compliance with municipal code, policies, and regulations, including the development and implementation of application processing and records management procedures.
  • Interprets the Land Development Regulations (LDR) provisions and recommends amendments or improvements.
  • Exercises delegated authority to make final zoning determinations and approve zoning applications, permits, business tax receipt reviews, and other development-related approvals in accordance with the City's Land Development Regulations, Code of Ordinances, and departmental policies.
