NG9-1-1 PSAP Transition Manager

Responsible for planning, coordinating, and executing the transition of Public Safety Answering Points (PSAPs) from legacy 9-1-1 systems to Next Generation 9-1-1 (NG9-1-1) services.

• Plan and manage end-to-end PSAP transitions to NG9-1-1, including call handling, ESInet connectivity, and legacy system cutover.
• Serve as primary point of contact for PSAP leadership throughout transition activities.
• Conduct PSAP readiness assessments and transition planning workshops.
• Coordinate transition schedules, milestones, and go-live activities.

• Develop and maintain detailed transition plans, schedules, and risk registers.
• Track progress against milestones and proactively resolve issues.
• Manage dependencies between PSAPs, vendors, GIS teams, and providers.
• Ensure transitions comply with project governance and change management processes.
• Support testing activities including functional, interoperability, and acceptance testing.

• Facilitate meetings with PSAP staff, vendors, and governing authorities.
• Support PSAPs through training coordination and operational change adoption.

• Maintain transition documentation, SOPs, and readiness checklists.
• Prepare status reports for leadership, boards, and oversight committees.
• Document lessons learned and best practices for future transitions.

• Bachelor's degree or equivalent experience.
• 5+ years of experience supporting PSAP operations, 9-1-1 systems, or emergency communications projects.
• Demonstrated experience with NG9-1-1 transition, implementation, or modernization efforts.
• Strong project management and stakeholder coordination skills.
• Knowledge of PSAP call handling workflows and operational environments.

• Direct experience transitioning PSAPs to NG9-1-1.
• Familiarity with NENA standards (i3, GIS for NG9-1-1).
• Experience working with ESInets, call handling equipment (CHE), or 9-1-1 service providers.
• PMP, CAPM, or similar project management certification.
• Experience working with state or regional 9-1-1 authorities.

• Excellent communication and facilitation skills.
• Ability to manage multiple PSAP transitions simultaneously.
• Strong problem-solving and risk management capabilities.
• Comfortable working in high-availability, mission-critical environments.
• Ability to translate technical concepts for non-technical audiences.
