Summary:

The Idaho State Tax Commission's Revenue Operations Division is recruiting for a Business Analyst to join our team. This position supports the division's operational excellence through quality assurance, escalated research, data analysis, and project-based work. The Business Analyst reviews system functionality and business processes, investigates complex issues, and uses data and analysis to identify opportunities for improvement and help ensure accurate, consistent, and effective operations.

The Business Analyst collaborates with the division's Tax Automated System Specialist team and front-end users, helping translate business needs and operational challenges into practical system solutions. This position conducts research and analysis related to system issues and enhancements and uses SQL queries to retrieve and evaluate data. The Business Analyst also participates in annual system projects, updates, testing, and other initiatives that support the continued improvement and effectiveness of the agency's tax systems.

Success in this role requires strong critical-thinking, analytical, and problem-solving skills, along with a high level of attention to detail. The ideal candidate is proactive, curious, and comfortable researching complex issues, identifying root causes, and developing practical solutions. Strong communication and relationship-building skills are essential, as this position collaborates with teams across the division and agency.

Job Responsibilities:

• Program Analysis:
  Evaluate program operations and services
• Recommend and plan actions to bring about compliance with regulations and program goals
• Collaborate with managers across agency levels to formulate long-range objectives, short-term operational goals and implementation plans
• Assist agency management by monitoring and tracking program and operational activities and improvements
• Lead on committees to gather information or plan studies to evaluate performance data
• Recommend refinement and development of operating procedures based on results of study
• Facilitate the development of performance measures Integrate performance measures and their use into business processes
• Test, audit and validate system improvements to implement performance measures
• Track and monitor operational results from measurements
• Train staff on methods of developing performance measures and the collection and use of performance data
• Lead research studies that evaluate compliance with state and federal performance measurements
• Prepare findings and recommend actions to managers
• Recommend training based on performance measures and new regulation
• System Improvement:
  Consult with and/or facilitate discussions with agency staff and managers about system efficiency or support for operational, program or administrative needs
• Study the feasibility and compare costs and benefits of modifications
• Recommend acceptance of new system development or enhancements to existing systems
• Collaborate with information technology staff, program staff and outside contractors to evaluate existing systems and plan enhancements
• Create solutions in alignment with operational, policy and program goals and objectives Identify data requirements
