As a Network Specialist – Outside Plant Construction, you will coordinate, plan, and supervise outside plant field construction and splicing operations in multiple locations. Depending on workload, you may supervise consulting resources in the engineering and/or construction phase of the projects. You will work independently with representatives from network operations, associate managers, consultants, design engineers, and construction contractors for TDS Telecom Network Services to ensure the company’s needs are met.
You will implement fiber networks while conforming to existing TDS OSP guidelines and standards. You will stay current with the National Electrical Safety Code (NESC) and ensure construction is always in compliance. You may assist in the engineering of OSP projects, creating labor, material, and overhead project estimates.
The role requires overseeing numerous construction projects, often at multiple sites. You will continuously monitor costs and progress to keep projects on time and within budget. You will communicate with governmental agencies to protect the TDS OSP network from being jeopardized by proposed road improvements and may negotiate with municipalities or other utility companies for the purchase, lease, or sale of ducts, fiber, or complete networks.
To support in‑market needs, the ideal candidate should reside in or be within a reasonable commuting distance of Boise, Idaho.
This position may be hired at a Network Specialist – Outside Plant Construction ) or Network Specialist I – Outside Plant Construction ) level depending on skills and qualifications. Responsibilities- Coordinate OSP projects and supervise consultants responsible for outside plant field construction and splicing operations across multiple locations and states.
- Provide technical support for special request projects such as major road moves or on‑net builds.
- Work with Finance to ensure proper accounting of facilities placed and with Legal to mitigate asset transfer risks.
- Assist in the engineering phase of projects, creating labor, material, and overhead cost estimates.
- Audit OSP projects and coach consultants or contractors to ensure accuracy and consistency; audits ensure compliance with NESC standards and TDS OSP standards.
- Review all required reports from field personnel and contractor invoicing for accuracy.
- Manage construction projects by reviewing quality of work, clean‑up resolution, documentation maintenance, and continual progress review.
- Ensure compliance with Sarbanes‑Oxley guidelines and collaborate with Network Operations, Network Planning, Rights‑of‑Way, and Contract Administration.
- Conduct pre‑staking, pre‑bid, and pre‑construction meetings as required, verifying proper right‑of‑way, easements, permits, and designs for cable sizing and routing.
- Verify that all documentation required to complete projects—bid jobs, build orders, job start agreements, VMOPs, and close‑out documentation—is complete.
- Adapt quickly in an ever‑changing environment to new GIS‑based construction tracking methods, new construction methods, and rapidly changing architecture types.
Required Qualifications
- Associate Degree (or higher) – OR – 2+ years of professional work experience.
- 2+ years experience in Voice, Data, or Video networking.
- Valid driver’s license, reliable transportation, and insurance.
Other Qualifications
