POSITION SUMMARY
The Construction Project Manager leads affordable housing and community development projects from preconstruction through closeout, including planning, budgeting, scheduling, procurement, contract negotiation, site supervision, and regulatory compliance. This role serves as the primary point of accountability for project delivery, partnering with the Real Estate Developer, Real Estate Development Analyst, Acquisition Specialist/Analyst, and Development Coordinator, along with architects, engineers, general contractors, subcontractors, and community stakeholders to deliver projects on time, within budget, and to specification.
Success in this role requires a high degree of self‑direction, sound judgment, and the ability to prioritize competing demands across multiple concurrent projects in a fast‑paced environment. The Construction Project Manager plays an essential part in advancing Northwest Real Estate Capital Corp.’s mission of providing quality affordable housing, supporting both new construction and the rehabilitation of acquired properties as we continue to grow our portfolio across the western United States.
ESSENTIALFUNCTIONS
- Project Planning & Pre‑Construction – Leads project delivery from award through groundbreaking, including scope development, scheduling, budgeting, and procurement. Manages the bidding process, contractor selection, and contract negotiations with architects, engineers, general contractors, and subcontractors. Ensures all project budgets, schedules, and contractor selections are reviewed and approved by the Vice President Development Group prior to contract execution.
- Construction Oversight & Site Management – Monitors construction progress, quality, and safety across all active projects through regular site visits and structured meetings with contractors and subcontractors. Reviews contractor pay applications and change orders for accuracy, reasonableness, and alignment with project scope. Maintains a site visit schedule calibrated to each project’s phase and risk profile, with timely status updates to the Vice President Development Group.
- Budget & Schedule Management – Tracks project budgets and schedules in real time, including expenditures, encumbrances, contingency usage, and variance analysis. Coordinates with the finance team and Real Estate Development Analyst on project draws, sources and uses reconciliation, and reporting. Manages change orders with full documentation of rationale, cost impact, and schedule impact, escalating material variances without delay.
- Compliance, Permitting & Quality Assurance – Secures all required permits and ensures full compliance with applicable building codes, accessibility requirements (ADA, Section 504, Fair Housing Act design standards), and affordable housing program requirements (LIHTC, HUD, Davis‑Bacon prevailing wage, Build America, Buy America). Conducts quality assurance reviews and coordinates inspections, punch list resolution, and project closeout including final lien releases and certificates of occupancy.
- Team Coordination & Stakeholder Communication – Coordinates with the Development team to align construction activities with the broader project pipeline, funding timelines, and organizational goals. Provides construction‑related data and narratives to support funding applications, grant reporting, and board materials. Represents the organization with integrity in all interactions with contractors, consultants, regulatory agencies, and community stakeholders.
This position has no direct supervisory responsibilities at this time. The Construction Project Manager directs the work of general contractors, subcontractors, architects, engineers, and third‑party consultants on each construction project. As the construction pipeline grows, this role may evolve to include direct supervision of additional construction staff.
