The Idaho Department of Juvenile Corrections (IDJC) is seeking an engaging Education Behavioral and Program Support Specialist to join our team. This position is based at IDJC Headquarters in Boise, Idaho and serves youth across Idaho's juvenile correctional education programs.

This position is contingent upon the availability of funding. Specifically, funding is secured through a federal grant via Title IA, which covers 50% of the English Learner Teacher's allocation. The remaining 50% is funded through the Idaho Department of Juvenile Corrections. Employment is dependent on the ongoing availability of these funds, and continuation of employment is subject to future funding renewals.

The Education Behavioral and Program Support Specialist is a position designed to increase educational access, engagement, and success for students with disabilities and other high-needs learners within juvenile corrections. This role serves as a bridge between education and program services, ensuring that students are able to meaningfully participate in both academic instruction and facility programming that is integrated within education through appropriate accommodations, interventions, and supports.

Given the disproportionately high number of students with learning needs, lack of education, and disabilities served within correctional settings, many students require additional support to understand expectations, engage in programming, develop self-regulation skills, and access instruction. This position focuses on identifying and removing barriers to student success while building staff capacity to effectively support diverse learners.

The Idaho Department of Juvenile Corrections has regionalized state services for juveniles committed to its custody, making it possible for most juveniles to remain close enough to their communities so parents and other key community members can take part in the juvenile's treatment. State juvenile correctional centers are located in Lewiston, Nampa, and St. Anthony and provide a full complement of services for youth who range from 10 to 20 years of age.

Responsibilities:

1. Behavioral Assessment and Intervention

• Knowledge in conducting Functional Behavioral Assessments (FBAs) to identify the underlying function of behaviors that interfere with school attendance, engagement, academic progress, or successful participation in facility programming.
• Train site teams to conduct FBAs.
• Develop and monitor behavior intervention strategies aligned to identified student needs.
• Develop and oversee multidisciplinary teams.
• Collaborate with multidisciplinary teams to implement proactive, skill-based interventions rather than relying solely on reactive approaches.
• Analyze behavioral and academic data to identify patterns and recommend targeted supports.

2. Student Support and Program Accessibility

• Work directly with students who require additional support to understand facility expectations, Positive Peer Culture (PPC) concepts, behavioral expectations, and academic requirements.
• Adapt and scaffold program materials to ensure accessibility for students with disabilities, learning challenges, and other Tier 2 and Tier 3 learners within the scope of Multi-Tiered Systems of Support (MTSS).
• Help students develop self-advocacy, executive functioning, and self-regulation skills necessary for success in both educational and program settings.
• Provide individualized and small-group support designed to improve engagement, attendance, and participation.

3. Teacher Coaching and Classroom Support

• Support teachers in implementing accommodations, modifications, and evidence-based instructional strategies.
• Model effective practices for supporting students with behavioral, emotional, and learning needs.
• Assist teachers in interpreting assessment data and identifying appropriate interventions.
• Provide coaching and professional development related to special education, behavior supports, instructional scaffolding, and student engagement.

4. MTSS Leadership and Support

• Assist in the implementation and continuous improvement of the Multi-Tiered System of Supports (MTSS).
