DescriptionThe Idaho Transportation Department (ITD) is currently recruiting an Environmental Planner to provide environmental support for transportation projects. This position is located at the HQ office in Boise, Idaho
. The incumbent will work as a member of a team of environmental and engineering professionals to deliver highway, bridge, and other transportation construction projects in Idaho. The role focuses on completing the environmental processes required to deliver and construct statewide projects, ensuring compliance with the National Environmental Policy Act and supporting operational staff in environmental compliance. Occasional fieldwork and travel will be required.
of Duties
- Making determinations of project effect on environment
- Serve as technical support to the Federal Highway Administration, ITD or local government staff in environmental resource areas
- Coordinate with the State/Tribal Historic Preservation Office, federal agencies, tribal staff, consulting parties, private parties, contractors and consultant firms as needed
- Review, recommend, author, and implement procedures, policy and guidance
- Review, interpret and recommend comments on proposed rule making
- Conduct compliance monitoring
- Develop process improvement and/or streamlining tools
- Develop or support training and/or presentations
- Develop and negotiate interagency agreements
- Implement and track performance measures and reporting
- Manage consultant agreements and contracts as needed
- Good knowledge of environmental concepts and planning techniques and impacts associated with transportation project location, design, construction and maintenance
- Good knowledge of environmental design principles
- Good knowledge of mitigation methods
- Some knowledge of engineering concepts related to environmental plans
- Some knowledge of federal regulations and statutory requirements for environmental documentation
- Experience collecting, analyzing, and interpreting data; writing technical reports; preparing and presenting technical findings
- Some positions require a valid driver's license
