POSITION GENERAL SUMMARY

The Environmental Compliance Technician performs routine data collection and construction activities associated with the needs of Ada County Solid Waste to ensure compliance with environmental regulations and permits. Tasks include landfill gas collection system monitoring and maintenance; equipment maintenance; groundwater, stormwater, and leachate monitoring; overseeing certified disposals; and other landfill maintenance and operation activities.

DISTINGUISHING FEATURES OF THE CLASS
  • Collects and records environmental data utilizing specialized equipment and technology, including taking readings of the landfill gas, leachate, surface emissions, and groundwater system;
  • Monitors and maintains environmental control equipment and systems, including maintenance of the landfill gas destruction flare and hydrogen sulfide scrubber system, operation of water pumps, calibration of gas monitors, and maintenance of gas and leachate piping systems;
  • Performs maintenance and upgrades to landfill gas wells and assists with other construction or maintenance activities including, but not limited to, pipe welding, road building or trench digging, operating and servicing sump pumps at the direction of the Environmental Compliance Manager;
  • Operates a variety of equipment including pulling trailers, small excavators, skid steers with various attachments, and dump trucks;
  • Works to address problems when identified, troubleshoots for solutions to common problems, and reports issues to the Environmental Compliance Manager;
  • Following proper training, enters spaces with potentially hazardous atmospheres following permit required confined space entry procedures utilizing a supplied air respirator as needed;
  • Maintains records, as described by permits, and at the direction of the Environmental Compliance Manager;
  • Witnesses and certifies the disposal and burial of specialized loads, including asbestos;
  • Assists on‑site customers with resolution of complaints and problems regarding landfill rules and regulations;
  • Accepts and inventories ordered materials from vendors, ensuring correct stock is received;
  • Performs or participates in activities to comply with safety policies and procedures, including performing pre‑ and post‑operation inspection of work site and equipment to detect and protect against unsafe or hazardous operating conditions;
  • Completes training to apply new knowledge of equipment and processes in performance of technical tasks;
  • Surveys landfill projects using Trimble GPS;
  • Works closely with other county departments, private contractors, and the general public, requiring courtesy, patience, tact and diplomacy;
  • Responds to alarms after hours and on weekends as needed.
ADDITIONAL FUNCTIONS
  • Assists in scale operation as needed;
  • Performs all other duties as required.
QUALIFICATIONS
  • High School Diploma or Equivalent required;
  • Associate’s degree from an accredited university relating to environmental sciences, or engineering preferred;
    Bachelor’s degree highly preferred;
  • Skill in organization and attention to detail;
  • Ability to collect and record data, legibly and accurately;
  • Knowledge of construction materials and methods;
  • Knowledge of safety policies and procedures;
  • Knowledge of general maintenance, repair and construction of buildings and grounds facilities;
  • Knowledge of the use of a wide variety of hand‑tools and motorized equipment;
  • Knowledge of the operation of mini‑excavators and track‑skid steer loaders;
  • Knowledge of the safe handling methods of chemical and industrial solid waste materials preferred;
