The Construction New Build Program Manager, within our Global Facilities business, leads the translation of manufacturing requirements into space, infrastructure, and facility needs, enabling development of executable project scope aligned to global standards. This role drives initiation of new build projects through customer alignment, scope definition, delivery strategy, and early-stage planning.

This role is a key member of the project governance and controls team and is responsible for defining and implementing the project delivery playbook to support reliable scope, schedule, cost, and quality outcomes. The position drives focused execution and performance transparency by aligning data, processes, and reporting across projects in close partnership with construction, engineering, procurement, finance, and site team members.

The role also serves as a key integrator across design, construction, supply chain, and site teams, enabling consistent and scalable execution across large, complex semiconductor construction programs. It will support enable AI integration into smart project delivery analysis and reporting.

Responsibilities

  • Establish program-level governance, controls, and delivery frameworks to ensure disciplined execution across project scope, schedule, cost, quality, and risk.
  • Lead front-end project development, including customer alignment, scope definition, delivery strategy, procurement engagement, execution planning, and governance setup.
  • Define and implement construction standards, reporting requirements, stage-gate criteria, and decision-making frameworks for large capital projects.
  • Translate customer and business requirements into facility, infrastructure, and project delivery requirements that support design, construction, commissioning, and operations.
  • Lead development of project baselines, including Level 1 schedules, cost control structures, funding assumptions, and handover strategies aligned to business objectives.
  • Partner with Finance, Procurement, Engineering, Construction, and Operations teams to align delivery approach, contracting strategy, and execution readiness.
  • Identify and lead resolution of early-stage risks, constraints, interdependencies, and scope gaps that could impact project certainty and delivery performance.
  • Drive construction execution strategies, including prefabrication, modularization, and offsite manufacturing, to improve schedule efficiency, quality, safety, and field productivity.
  • Lead multi-functional project team member alignment and influence decision-making across a highly matrixed environment to support successful project initiation and delivery.

Minimum Qualifications

  • 10+ years of experience shaping and delivering major capital programs, with responsibility for project intake, early planning, pre-construction strategy, and setup of large-scale industrial or infrastructure projects.
  • Demonstrated ability to lead capital cost strategy, including budget validation, value optimization, design-to-cost alignment, and disciplined Cap Ex management for complex projects with significant financial constraints.
  • Experience representing the owner's interests across EPC, design, construction, procurement, and customer teams to drive alignment, accountability, and execution without relying on direct reporting authority.
  • Strong technical background in critical facility design, construction, commissioning, and turnover, with the ability to connect design intent, constructability, operational needs, and long-term facility performance.
  • Proven experience developing project delivery frameworks, governance models, control structures, and decision processes that improve predictability across scope, schedule, cost, quality, and risk.

Preferred Qualifications

  • Experience delivering large-scale capital programs in semiconductor, advanced manufacturing, pharmaceutical, oil and gas, or similar industries
  • Expertise in facility systems, infrastructure, project controls, commissioning, and construction planning
  • Experience with alternative delivery strategies, prefabrication, modularization, and major contractor engagement models
  • PMP, Lean/Six Sigma, or equivalent certification
  • Experience and/or interest in developing Agentic AI workflows into current or future processes.
