Summary Statement

Help protect our community’s water! This position performs field inspections and administrative tasks to ensure Minor Industrial Users (MIUs) comply with the Federal Clean Water Act and local DEQ regulations related to discharges into the wastewater collection system. It is a hands‑on role that involves working with local businesses to prevent harmful materials—such as grease, oil, and chemicals—from entering the sewer system.

You’ll collect water samples, inspect facilities, educate others, and help enforce the regulations to keep our community’s water clean.

Required Knowledge, Experience, and Training
  • Bachelor’s degree in environmental science, natural resource management, or a related field.
  • Three years of experience in environmental resource protection and control and used water (wastewater) pretreatment operations, supplemented by accredited courses in theories and principles of water quality sampling/water renewal operations.
Licensing and Other Requirements
  • Valid state‑issued driver’s license.
  • Obtain Pretreatment Inspector Certification within six months of employment.

  • Pass the City of Boise background check process, which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation.

Essential Functions

• Conduct MIU inspections, sampling, and monitoring programs using analytical instrumentation and sampling equipment.
• Perform on‑site inspections to ensure compliance with federal and local regulations and best management practices for wastewater treatment processes.
• Develop and issue MIU general discharge permits for special conditions.
• Assist with Significant Industrial User (SIU) inspections, sampling, monitoring, sewer line blockages, odor complaints, and develop enforcement actions against non‑compliant users.
• Maintain legally defensible electronic documentation of inspections, reports, findings, enforcement actions, QA records, computer databases, and related information.
• Respond to, investigate, and resolve citizen stormwater hotline complaints and educate citizens and business owners/operators regarding stormwater BMPs and city code.
• Inspect city‑owned properties’ stormwater facilities and recommend maintenance when appropriate.
• Perform enforcement actions to bring about compliance with stormwater BMPs and city codes.
• Assist with inter‑jurisdictional high‑risk industrial stormwater inspection program.
• Implement MIU inspection and monitoring programs for independent sewer districts and provide enforcement assistance for district legal counsel.
• Conduct local limit samples and enforcement actions as required. Sample SIUs for industrial monitoring and billing purposes.
• Perform other duties as assigned.

Requirements

Knowledge of commercial and industrial processes, Clean Water Act and National Pretreatment Program regulations, used water treatment and industrial pretreatment systems, chemistry, laboratory procedures, chain‑of‑custody sampling procedures, computer usage, and environmental investigatory techniques is required. Applicants must be able to organize and track project status, coordinate work with personnel, laboratories, and agencies, interpret and communicate federal, state, and local ordinances, read and interpret blueprints and schematics, conduct thorough site inspections, evaluate manufacturing or process information, recommend pretreatment, and communicate effectively in English.

Operating vehicles safely with an acceptable driving record is also required.
