This position offers the opportunity to support and lead a diverse range of public works engineering projects - from water renewal and treatment to collection systems, drainage, sewer, geothermal, and building facilities. Depending on experience and level, you'll contribute to planning, design, development review, inspections, construction management, and project leadership while collaborating with engineering, field, and operations teams to solve complex challenges and deliver reliable public infrastructure.

Required Knowledge, Experience, And Training Bachelor's degree in civil, environmental, electrical, structural, sanitary or mechanical engineering or a closely related field and four years of experience in engineering. Licensing And Other Requirements Licensed by the State of Idaho as a Professional Engineer (PE) or if licensed in another state, ability to acquire an Idaho license through the Idaho Board of Professional Engineers within six (6) months of hire date or Engineer-In-Training Certification (i.e. passed the Fundamentals of Engineering (FE) examination).
Valid state-issued driver's license. Special Requirements Applicants must be able to pass:

Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties of an Engineer I and II, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed. Provides quality control review and approval of plans, final design documents and reports prepared by others for internal maintenance, capital, and/or private development projects.
Provides guidance and direction during design, permitting and/or construction to engineers, technical staff, project managers, and/or other stakeholders. Inspects projects, equipment installations, and/or construction works in progress and at completion to ensure compliance with approved plans, contractual stipulations, and/or applicable codes and statutes. Conducts field inspections of existing assets to determine the necessity for future construction, repair or maintenance. Makes recommendations to inspectors, operations, engineering division management and/or other stakeholders concerning project status, maintenance, upgrades, and/or capital improvements based on evaluation of current needs.
Manages major programs or projects in the engineering division such as sewer, collection systems, geothermal, pressure irrigation, site civil development, pipeline design, inspections, and water renewal facility upgrades, and other similar programs or projects. Establishes design goals and project milestones, reviews and approves project expenditures, prepares management and council reports and manages contract performance for duration of the project. Prepares or supervises preparation of conceptual plans, detailed plans, specifications and estimates for public works construction projects.
Identifies necessary changes in scope, prepares and authorizes change orders within policy requirements. Identifies areas that require professional services procurement and contracts, including development of Requests for Qualifications (RFQ) and Requests for Proposals (RFP) and selection of consulting firms. Prepares scope of professional services for design work and coordinates advertisements for consultant submissions. Prepares project contract documents. Evaluates design and cost proposals for public works projects submitted by consultants.
Coordinates consultant submission reviews and meetings with other divisions and departments. Makes technical reviews and provides recommendations regarding designs prepared by consulting engineers and architects. Performs other duties as assigned. Required Knowledge, Experience, And Training Bachelor's degree in civil, environmental, electrical, structural, sanitary or mechanical engineering or a closely related field and four years of experience in engineering.
