State of Idaho Division of Financial Management

The agency is seeking a Financial Management Analyst to join the team.

Summary:

Analyze program and public policies, issues and needs; develop, implement, and coordinate policy improvement initiatives; conduct financial analysis on state agency budgets, plan and recommend organization structure and controls for financial management and related operations of state government; perform related work.

This is the first level in this job family. Positions in this classification perform routine financial analysis, reporting, and operational support under the guidance of more senior staff with a focus on learning and developing the skills necessary for higher-level responsibilities. This classification involves applying fundamental principles and methods of financial management to assist in budgeting, forecasting, and financial reporting tasks.

The role requires an understanding of financial systems, data analysis, and basic financial modeling, to gather and analyze financial data, prepare standard reports, and assist in ensuring compliance with applicable financial regulations and policies. This position is typically assigned a lighter portfolio than the senior level in this job family.

While the agency is seeking to fill this vacancy at the Financial Management Analyst level, the position may be filled at the higher, Financial Management Analyst Senior level, depending on qualifications. Candidates hired at the Analyst level will have additional training opportunities to gain the required knowledge, skills and competencies needed to operate at the Senior level.

Job Responsibilities

Public policy and issues analysis:

  • Facilitates needs and priorities among local, state, and federal government programs
  • Coordinates executive branch programs and activities with department directors, elected officials, and citizens
  • Facilitates resolution of complaints/inquiries regarding department operations
  • Analyzes proposed legislation affecting state, local, and federal government operations and determines economic, political, and social impact
  • Develops, recommends, and implements alternatives
  • Represents the Governor and advises legislative committees and interim study groups
  • Serves as an expert witness at hearings
  • Review and analyze legislation to identify fiscal impact

Financial analyses:

  • Ensures financial and budgetary processes are prudent and in compliance with statutory provisions and administration policies
  • Analyzes department financial operations and budget requests to resolve complex issues considering costs, benefits, and resources
  • Forms policy recommendations and evaluates results
  • Presents specific funding recommendations for inclusion in Governor’s executive budget and other documents
  • Justifies and assists with executive budget implementation
  • Manages a portfolio of larger and more complex agencies

Program evaluation, studies, and coordination:

  • Recommends to the Governor and facilitates methods of interdepartmental cooperation and consolidation
  • Evaluates programs for effectiveness and conformance to guidelines
  • Determines economic impact of proposals in the public and private sector and develops alternative proposals
  • Facilitates activities among state departments and other units of government to achieve effective program operations

Department technical assistance:

  • Reviews State Code, Executive Orders, Attorney General Opinions, and federal regulations to advise departments and related public and private sectors on financial and management issues
  • Advises departments on the budget development process
  • Develops policies and procedures and provides training
  • Approves allotment requests, staffing levels, program structures, grant applications, and other financial‑control activities
Minimum Qualifications
