Job Summary/Basic Function:

Serves as a key facilitator in the development, review, approval, and dissemination of new university policies and policy revisions. Coordinates across constituencies, employee associations, and various policy owners to ensure appropriate stakeholders are involved in the development and revision of campus-wide policies. Serves as a subject-matter expert to university administrators and constituents regarding policy development and revision processes and ensures policies are well-defined, formatted consistently, and are accessible to the campus community and the public.

Level Scope:

Fully competent and productive professional contributor who applies acquired job skills, policies, and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry level professionals and/or support employees.

Essential Functions:

65% of Time the Policy Specialist must:

  • Policy Development, Management, and Process Oversight.
  • Guide and facilitate the creation, review, approval, and publication of university policies, including ensuring the involvement of key stakeholders and employee associations, chairing or co-chairing ad hoc policy committees, and collecting feedback on proposed policy revisions.
  • Serve as a primary point-of-contact regarding the University's policy development and revision process; advises on the possible interaction between proposed policies with other existing university policies and compliance with Idaho State Board of Education policies and other federal and state laws, rules, and regulations.
  • Research and analyze policy concepts, complex policy issues, possible legal implications, and the impact of proposed policies and policy revisions on the university; consult with subject-matter experts, including the Office of the General Counsel and other organizational units, as needed.
  • Assist with the policy development process by ensuring consistency and avoiding duplication or conflicts among policies; identify policies, procedures, processes or practices that could be revised, simplified, eliminated, or created to better meet the needs of the University.
  • Draft and/or oversee the development of policy drafts for review and approval; coordinate submission of policies to the appropriate administrators for review and approval.
  • Facilitate and lead the university’s policy committee, listen to discussions, and manage changes as necessary and recommended by the committee. Represent competing points of view and the interests of constituency groups to the committee.
  • Communicate policy changes and revisions to the campus community and retain appropriate records.
  • Ensure policies are published to the Policy website in a timely manner and in a format that is accessible, user-friendly, consistent, and compliant with public records requirements; maintain a schedule for the routine review and revision of existing policies.

30% of Time the Policy Specialist must:

  • Develop and manage special projects and initiatives at the directive of the Deputy COO.
  • Manage the University’s State Board of Education Agenda submission and tracking process.

5% of Time the Policy Specialist will:

  • Perform other duties as assigned.
