Position:The Idaho Department of Environmental Quality (DEQ) is hiring a Hazardous Waste Rules and Policy Coordinator – Analyst 4 for Waste Management & Remediation for the State Office in Boise, Idaho.
Salary Range:$37.00-$40.00
Responsibilities:- Develop hazardous waste statutes and rules, and radioactive material disposal rules through the state rule making process.
- Give presentations on statute and rule updates to the DEQ Director, Board of Environmental Quality, Idaho Legislature, and/or the public.
- Fully implement the state’s hazardous waste authorization process to allow DEQ to operate the federal hazardous waste program in Idaho in lieu of EPA.
- Work with EPA to develop the Hazardous Waste Program description, RCRA Memorandum of Agreement, and Idaho Attorney General's Statement.
- Compile legally promulgated state hazardous waste rules from the state hazardous waste rule making process, Idaho hazardous waste statutes, and hazardous waste budgets, grants, and staff for EPA’s approval of state primacy.
- Manage annual updates, negotiation, and approvals from EPA as new hazardous waste rules are promulgated or changed.
- Coordinate the state’s hazardous waste program regulatory interpretations for new and existing statewide hazardous waste legislation, regulations, and policies for consistent enforcement and application of the hazardous waste program by staff in the state and regional offices.
- Develop outreach materials, fact sheets, and staff resources.
- Represent DEQ at hazardous waste regulatory conferences and meetings.
- Coordinate hazardous waste program training.
- Process and evaluate requests from Idaho-regulated industries for statewide hazardous waste rule variances, hazardous waste delisting petitions, and special hazardous waste projects.
- Process commercial Hazardous Waste Facility Siting License applications that are submitted by Idaho industries.
