The Idaho Department of Health and Welfare is seeking a Program Specialist to support the Division of Medicaid‘s Bureau of Medicaid Enterprise Systems. The incumbent should possess exceptional critical thinking, problem solving, communication, and interpersonal skills. Applicants who have experience with Medicaid, provider credentialing, medical billing, or with a large claims processing system are encouraged to apply.

This is a statewide position that will report to the nearest DHW office. The assigned work location will depend on workstation availability at a DHW office.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

  • Act as a liaison between contractors, Medicaid Providers and DHW personnel.
  • Interpret and apply laws and regulations.
  • Act as the Subject Matter Expert for Provider Enrollment, Claims, Finance, Security or Contract Monitoring.
  • Access secure state and federal sites and perform research, screening and reporting activities.
  • Develop and recommend system operation policies and procedures.
  • Identify and recommend enhancements and modifications to automated systems.
  • Provide over‑site of, and direction to, the contractors that comprise the Medicaid Enterprise Systems.

  • Some knowledge of training methods. Typically gained by successful completion of coursework or workshops of sixteen hours or more covering communication concepts, learning styles, course design, and presentation skills. May also bedemonstratedthrough experience presenting formal training sessions to groups.
  • Experience interpreting and applying laws and regulations. Typically gained by at least six months experience utilizing these skills.
  • Experience analyzing automated system output data and data integrity. Typically gained by at least six months of work experience utilizing these skills.
  • Experience researching, identifying and independently resolving automated case processing problems. Typically gained by at least six months experience demonstrating independent resolution of automated case processing problems through complex analysis corrective actions. Problem solving activities may include: review of screens and system generated transaction and error reports; compiling documentation of actions and results following processing; follow‑up actions; system manipulation.
  • Experience providing technical assistance to automated systems users. Typically gained by at least six months of work experience in a help‑desk role for automated system. Responsibilities must have included providing detailed, technical assistance to program users in areas specific to an automated program such as keying/coding or problem solving.
