Want to work with a cohesive team with a mission to improve the health of Idahoans within the Division of Behavioral Health? We have an exciting opportunity for a Grants/Contracts Officer in the Contracts Unit within the Oversight & Statewide Operations Bureau.

This position works directly with vendors, contractors, and service providers to support the development of contracts and ensure high standards of contractor performance and accountability.

Equally important are opportunities for collaboration with internal stakeholders, including the Contracts and Procurement Services (CAPS) unit and the Division of Purchasing (DOP), to support the full procurement lifecycle—from planning and solicitation to execution and oversight.

Beyond the Division, this role coordinates or facilitate interagency agreements, supporting the development and use of supporting the development and use of contracts that are shared across Divisions, Departments, or other State agencies. Your work will help ensure alignment, consistency, and efficiency in how services are procured and delivered across the broader state enterprise.

This is a statewide position that will report to the nearest DHW office. The assigned work location will depend on workstation availability at a DHW office.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

  • Prepares or reviews plants, grant applications or contracts for compliance with state and federal requirements, feasibility and legality of program design and cost-effectiveness.
  • Defines operational and management requirements including objectives, time frames, priorities, budget formats, criteria and performance standards.
  • Develop or recommend program policies and procedures to conform to federal regulations and eligibility criteria.
  • Analyzes reports to determine program progress, quality and quantity of services and compliance with laws, standards, and guidelines.
  • Monitors for contract compliance by evaluating statistical data and identifying the needs for corrective action plans for recipients and preparing reporting documents.
  • Identifies training needs and provides technical assistance or arranges training for grant or contract recipients in at least one of the following areas: interpreting regulations, rules, and policies.
  • Serves as liaison between federal, state, local agencies, grantors/contractors and citizen groups.
  • Reviews audit reports and develop responses to resolve audit findings.
  • Negotiate terms of grants/contracts with users.
  • Collaborates with Division subject-matter experts to ensure contracts/subgrants meet program and Department needs.
