The Idaho Department of Health & Welfare, Division of Public Health is looking for a qualified candidate to fill a vacant full-time, classified position for a Health Program Specialist. The primary purpose of this role is to serve as a dedicated staff person assisting with the planning, research, and management of the Drug Overdose Prevention Program (DOPP). Key responsibilities will include contract and subgrant development and monitoring, stakeholder engagement, and fulfilling necessary reporting requirements.

This position will directly support the health program manager for the Drug Overdose Prevention Program, helping them meet required performance measures and grant deliverables. Furthermore, the role involves coordinating and co-leading grant strategies and activities, requiring some in-state and out-of-state travel for meetings, training, and site reviews. This position will be located at our Bosie office.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

• Assist the DOPP program manager and other department staff in the development of program objectives, priorities, policies, and procedures in accordance with program, bureau, division, department, and community needs.
• Develop and maintain strategic partnerships with key stakeholders and community organizations to support and further awareness and education on overdose prevention strategies and management efforts while also assisting in establishing and maintaining communication networks with local, state, tribal, federal, public, and private agencies.
• Collaborate with community, health systems, and public health partners to support drug overdose prevention and conduct targeted outreach and evidence-based education.
• Identify community needs and resources related to DOPP.
• Coordinate and disseminate consultation and technical assistance for organizations implementing grant strategies and awareness activities related to DOPP in partnership with subject matter experts.
• Develop and monitor contracts and subgrants to ensure compliance with state and federal program requirements for DOPP including alignment of scope of work, budget, performance measurement, and continuous quality improvement; conduct site reviews as needed.
• Assist with grant application development, data collection, analysis, report writing, and dissemination to support continuous quality improvement for all three grant-funded programs.
• Review invoices and reports for fiscal compliance and program manager approval, and assist with program budget preparation, justification, and quarterly reviews for the grant portfolio.
