Talent Manager, Regulatory Compliance Specialist
Description
All considered applicants must be local to Idaho Falls, Idaho as this is an onsite position.

Location: Idaho Falls - Idaho
Responsibilities- Provide advanced-level Human Resources management and technical support
- Serve as subject matter expert in resolving complex HR issues related to federal benefits
- Retirement counseling
- Reduction in Force (RIF) and severance pay
- Federal workers’ compensation
- Advise and support senior leadership on complex and sensitive HR matters
- Interpret and apply OPM guidelines, policies, and federal regulations to ensure compliance
- Conduct HR seminars, briefings, and training sessions for management and staff
- Provide guidance on complex personnel actions, including exceptions and special cases
- Assist with new hire onboarding and employee separation processes involving complex or sensitive cases
- Review, analyze, and resolve escalated HR cases and issues
- Must be a U.S. citizen
- Must be able to obtain and maintain Public Trust Level 3 (PT-3)
- Bachelor’s degree required
- Federal HR or benefits-related certifications are a plus
- Expert knowledge of Federal HR laws, regulations, policies, and procedures
- Strong analytical and problem-solving skills with the ability to resolve complex HR issues
- Exceptional counseling, presentation, and communication skills (written and verbal)
- Experience working with federal HR information systems and HR data platforms
- Ability to interpret and apply OPM guidance and federal personnel regulations
- Proven ability to advise senior leadership on sensitive and high-impact HR matters
- Strong organizational skills and attention to detail in a compliance-driven environment
- Minimum 7–10 years of progressive experience in Human Resources, preferably in a federal or highly regulated environment.

Investigation
This position requires that you obtain a background investigation. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
