The Workforce Intelligence Lab (WIL) delivers applied research and public-program support for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans talent management and organizational development, emergency management and continuity planning, housing and community development, grant administration technical assistance, research and program evaluation, and applied field operations support.

We engage experienced practitioners for both full-time employment and project-based contract roles, as applicable to the award and staffing model. Engagements are remote-first with travel as required for partner and field sites. We build ready teams for live grant and sponsored-research pursuits.
This opportunity is contingent upon grant or sponsored-project award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal or funding package.
WIL is seeking a Talent Management and Organizational Development Consultant to help a large public transportation and aviation organization strengthen talent practices, leadership capability, organizational effectiveness, and workforce planning.
What you'll do- Assess talent-management and organizational-development priorities across a complex public employer
- Design or refine competency models, career pathways, succession approaches, workforce plans, and leadership-development programs
- Conduct stakeholder interviews, workshops, and organizational diagnostics with leaders, managers, and employees
- Develop practical recommendations, implementation roadmaps, metrics, and executive-ready materials
- Support change-management, communications, and adoption planning for new talent practices
- Contribute specialist qualifications and past-performance narrative to WIL grant and sponsored-research packages when permissioned
- Substantial talent-management, organizational-development, leadership-development, or workforce-planning consulting experience
- Ability to diagnose organizational needs and translate findings into implementable people strategies and tools
- Strong facilitation, executive communication, workshop design, and written-deliverable skills
- Open to full-time employment or project-based contract engagement; remote-first with travel as partner and field work requires
- Experience with airports, transit systems, public authorities, or other large public-sector employers
- Experience with competency frameworks, succession planning, employee development, or organizational redesign
- Prior work implementing talent technology, HR process improvements, or change-management programs
