Information Technology Manager III
The position is in the Boise Office in the Chinden Campus, 11321 West Chinden Blvd, Building 2. A compensation analysis will be completed for the selected candidate.
The Idaho State Tax Commission is seeking an Information Technology Manager III to provide strategic and operational leadership for a major agency-wide information technology service area.
This position manages multiple technology functions supporting the Tax Commission, including software development, IT operations and end-user support, cybersecurity, technology asset management, and technology financial planning. The position provides leadership and direction across four technology teams and is responsible for ensuring technology services, resources, and priorities align with agency business needs and statewide technology requirements.
The IT Manager III reports directly to the Technology and Innovation Bureau Chief and serves as a senior technology leader for the agency. This position works closely with agency executive leadership, Office of Information Technology Services (OITS), business leaders, and technology vendors to establish technology priorities, address operational and cybersecurity risks, manage technology resources, and support short- and long-range technology planning.
The ideal candidate will be an experienced technology leader who can operate at both the strategic and operational levels, develop strong leaders and teams, communicate effectively with executive leadership, and balance business priorities, technology risk, available resources, and long-term technology needs.
Example of Duties- Manage a major agency-wide IT service area consisting of four teams and multiple technology disciplines, including software development, IT operations and end-user support, and Security.
- Provide leadership, direction, coaching, and performance management to technology teams and their leaders, with an emphasis on leadership development, accountability, succession planning, and continuous improvement.
- Provide oversight of two software development teams responsible for the support, maintenance, enhancement, and technical coordination of Gen Tax, Fairfax, agency websites, and other critical agency applications and systems.
- Direct IT operations and customer support functions responsible for deskside support, device deployment, technical troubleshooting, employee technology needs, and delivery of responsive technology services across the agency.
- Provide agency-level oversight of cybersecurity, including security operations, technology risk, compliance requirements, incident coordination, and relationships with statewide and external partners.
- Lead short- and long-range technology planning and establish technology priorities based on agency business needs, operational risk, resource capacity, and statewide technology direction.
- Lead development and coordination of the agency's technology budget and technology financial planning, including review and analysis of the ITS budget packet, validation of technology costs, forecasting technology needs, and coordinating funding requirements with agency leadership.
- Oversee agency technology hardware and IT asset management, including inventory accountability, lifecycle planning, replacement strategies, procurement coordination, and management of technology assets.
- Develop and implement IT policies, procedures, operating standards, and governance practices for assigned technology functions.
- Provide oversight and coordination of critical technology relationships, including the agency's Government Liaison, ITS Liaison, and technology vendor relationships, ensuring service expectations are established, issues are appropriately escalated, and agency technology needs are effectively represented.
- Evaluate competing technology needs and make recommendations regarding priorities, resource allocation, technology investments, risk mitigation, and service delivery.
- Provide executive leadership with regular updates and recommendations regarding technology operations, cybersecurity, budgets, significant initiatives, resource capacity, major incidents, technology risks, and emerging issues requiring executive awareness or decisions.
- Coordinate the resolution of complex technology issues involving multiple technical teams, agency business units, statewide technology providers, and vendors.
- Ensure technology services and solutions comply with applicable state and federal security, privacy, regulatory, and technology requirements.
- Represent the Tax Commission in technology discussions and planning efforts involving ITS, vendors, government partners, and other external stakeholders.
