Central District Health (CDH) is currently searching for a Clinic Manager to join our dedicated group of public health professionals leading the day-to-day operations of our multidisciplinary public health medical clinic located in our Boise office. This position oversees reproductive health , STI services , immunizations , children's preventive dental services , behavioral health , and related programs, ensuring effective, accessible, and high-quality service delivery.

Typical Duties:

  • Directs and oversees the day-to-day operations our clinical and support operations.
  • Directly supervises and manages assigned staff, including recruitment and selection, performance evaluations, staff development, leave approval, performance management, and corrective or disciplinary action in accordance with department policies.
  • Develops, implements, and evaluates short- and long-term program goals, objectives, procedures, and performance standards to improve program effectiveness, efficiency, quality, and patient/client outcomes.
  • Develops, administers, and monitors program budgets, including federal grant funds; authorizes expenditures, monitors utilization, develops budget modifications, and ensures fiscal activities comply with approved budgets, grant requirements, and department policies.
  • Oversees the administration and execution of grants, contracts, and subgrants, ensuring compliance with scopes of work, deliverables, performance measures, funding requirements, and applicable federal, state, and local regulations.
  • Monitors subrecipient performance and compliance, including review of expenditures, deliverables, reports, and required documentation; approves payments within delegated authority and initiates or monitors corrective action when necessary.
  • Ensures program and clinic operations comply with applicable laws, regulations, grant and contractual requirements, department policies, and professional standards, identifying risks and implementing corrective and quality improvement strategies.
  • Provides administrative and operational leadership to clinical and non-clinical staff, collaborating with clinical leadership regarding operational matters while maintaining appropriate boundaries related to independent clinical decision-making.
  • Represents the department and program with governmental agencies, community partners, contractors, subrecipients, healthcare organizations, and other external stakeholders, and serves as a departmental representative in meetings, monitoring activities, and program-related initiatives.
  • Analyzes program, fiscal, operational, and performance data and communicates findings, recommendations, risks, and resource needs to department leadership and stakeholders, while resolving operational and client concerns and performing other duties as assigned.

Minimum Qualifications:

Good knowledge of:

  • Public health principles and practices.

Experience:

  • Developing and monitoring a budget;
  • Developing and implementing public health operating policies and procedures;
  • Interpreting and applying federal and state public health laws;
  • Collecting and organizing public health data and developing technical reports;
  • Analyzing public health program issues and making recommendations.
