The Opportunity
We are working exclusively with a world-leading semiconductor technology company to identify a Construction Program Manager for Quality Assurance and Quality Control, supporting their U.S. semiconductor fab expansion programme — one of the largest domestic semiconductor construction programmes ever undertaken.
This role leads the development, deployment, and governance of construction quality management across a major greenfield capital programme. You will establish field‑executable quality procedures aligned to corporate standards, ISO 9001 principles, and applicable industry codes, ensuring consistent, measurable, and compliant project delivery in support of semiconductor construction, including clean build protocols and phased system turnover.
This role is open to candidates from semiconductor, advanced manufacturing, oil and gas, or pharmaceutical construction environments.
Key Responsibilities- Lead QA/QC programme governance, establishing standards, processes, and controls to ensure consistent execution across projects.
- Develop and maintain Quality Management Plans aligned to corporate standards, regulatory requirements, and lifecycle delivery.
- Define and enforce quality requirements in contracts and execution plans, ensuring alignment across contractors, EPCs, and third‑party providers.
- Establish and monitor quality performance metrics, including NCR trends, audit compliance, procedure adherence, and rework, with reporting and dashboards to demonstrate quality plan effectiveness.
- Support qualification of third‑party quality providers, including inspection, testing, and certification agencies.
- Execute field audits, inspections, and surveillances, ensuring compliance with procedures, codes, and quality control requirements.
- Drive continuous improvement across quality management, leveraging audit findings, field data, and lessons learned to enhance performance and scalability.
- Act as quality subject matter expert, partnering across engineering, construction, commissioning, and operations to resolve issues and align execution.
- Bachelor's degree in Engineering, Construction Management, or related technical field.
- 6+ years of experience in construction QA/QC, field inspection, or construction management on large‑scale industrial projects.
- Demonstrated experience developing and implementing QA/QC programmes and managing contractor quality performance.
- Proficiency in data analysis and reporting tools (e.g., Excel, PowerPoint, Power BI, or similar project management platforms).
- Experience in semiconductor, cleanroom, advanced manufacturing, or other high‑tech/regulated construction environments (e.g., oil and gas).
- Familiarity with ISO 9001 principles, risk‑based quality systems, and clean build protocols.
- Experience working with third‑party testing, inspection, and certification agencies across complex systems.
- Proven ability to drive process adoption, training, and compliance in fast‑paced, multicultural environments.
- Build the quality management framework from scratch — this is a greenfield programme where the quality standards, processes, and governance don't yet exist. You define how it's done.
- Enterprise‑wide impact — QA/QC standards developed here will apply across multiple U.S. fab construction sites and inform the global programme.
- Genuinely open to adjacent industry backgrounds — oil and gas, pharma, and advanced manufacturing are explicitly acceptable for this role.
