Performs a variety of technical, administrative, and supervisory work in fire prevention, suppression, and emergency medical services; to prevent or minimize the loss of life and property by fire and emergency medical conditions.

SUPERVISION

Directly supervises the fire department line staff officers and firefighters with assistance from subordinate officers.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Supervises operational functions for line officers & staff in Fire and EMS operations, including daily work tasks as described in the BCFD task lists.
  • Coordinates department goals, plans, and policies.
  • Reviews all firefighters’ availability for shift work and schedules.
  • Responds to alarms, administers initial emergency care, response, and/or service when necessary, and directs activities at the scene of emergencies as required.
  • Assists in formulating and evaluating departmental policies as assigned and supervises line staff officers in implementing new and/or revised policies.
  • Performs quality control & assurance on all fire incident reports entered in the BCFD RMS software.
  • Oversees training of personnel.
  • Assist in administrating BCFD grant opportunities including, but not limited to, application, coordination, documentation, and implementation.
  • Maintains direct communication and collaborates with the Fire Chief to ensure all department goals and objectives are accomplished.
  • Performs the duties of the Fire Chief as needed in their absence.
  • Attend conferences and meetings as required.
  • Represents the Bolivar City Fire Department in a variety of local, county, regional, state, and other meetings.
  • Performs as the Assistant Emergency Management Director for the City.
  • Any other duties as assigned.
WORK SCHEDULE AND RESIDENCY REQUIREMENTS
  • The work schedule expected is a four (4) or five (5) day work week.
  • Will be expected to be at meetings, events, and emergencies that occur after normal working hours.
  • The ability to be reachable except for scheduled leave of absences.
  • Residency is to be located so that it will not affect the ability to respond to any needs of the department outside of normal working hours. Consideration will be given for a reasonable response time (approx. 30 minutes) from residence.
QUALIFICATION REQUIREMENTS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:

EDUCATION, EXPERIENCE, AND TRAINING
  • Bachelor’s degree from an accredited college or Executive Fire Officer, or seven (7) years of experience in Fire and Emergency Medical Service work and a minimum of three (3) years at a full-time Captain level or higher position.
  • Equivalent experience to meet the above skill level.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Thorough knowledge of modern fire suppression, prevention, and emergency medical services principles, techniques, and equipment.
  • Skilled in the operation of fire and EMS tools and equipment.
  • The ability to work independently and exercise initiative and judgment in the planning and execution of tasks assigned.
  • Utilizes general office equipment such as computers, 10-key, fax machines, copiers, e-mail, and all similar office technology on a regular basis. Use Microsoft office products and RMS.
  • The ability to consistently meet deadlines.
  • Able to train, supervise, and lead subordinate personnel and communicate effectively, both verbally and in writing.
PHYSICAL REQUIREMENTS
  • The physical demands of this job must be met to successfully perform the essential functions of this job, with or without reasonable accommodation.
  • Frequently required to sit, talk, hear, stand, walk, handle and/or operate objects, tools, and/or controls, and reach with hands and arms.
  • Occasionally required to climb, balance, stoop, kneel, crouch, crawl, and/or smell.
  • Frequently lift and/or move up to 45 pounds and occasionally lift and/or move up to 100 pounds.
  • Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Work is performed primarily in office, vehicles, and outdoor settings in all weather conditions, including temperature extremes during day and night shifts. Work is often performed in emergency and stressful situations. Individuals are exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents, and oils.
  • Acceptable Physical Capacity Profile test results are required.
LICENSING AND CERTIFICATION
  • Valid Missouri Driver’s License and must remain insurable under the City’s liability insurance policy.
  • Fire Fighter II, Fire Officer II, Fire Instructor I, and EMT-B certification are required.
