Position: Contract Community Case Manager

Independent Contractor opportunity with an end date of June 30, 2026. There is a potential that it could be extended for an additional 12 months. The person selected will not be hired as a City Employee. Open Until Filled, First Review March 20, 2026

Perform a variety of administrative and professional work in providing case management for the Bonney Lake and the Sumner Municipal Court’s Community Court. Responsible for planning, organizing and administering a community service program, in lieu of jail work crew program and providing investigative, general counseling and referral activities for participants participating in Community Court. Work is performed independently and as part of a team.

Tasks are completed with general guidelines and require independent judgment. Contribute to the Court’s vision, mission and goals in the performance of all job duties.

Presiding Judge and the Judicial Branch Administrator

Essential Functions
  • Develop policies and procedures to establish and implement a Community Court Support Services office and accompanying participants on work programs in the City.
  • Assist participants in the development and implementation of individualized Community Court Support Service plans to satisfy conditions set by the court.
  • Observe and document participant’s appearance, behavior, attitude, speech tone and characteristics. Observe urine collection and processing in compliance with chain of custody requirements.
  • Conduct criminal record history review and conducts assessments using the Criminal Court Assessment Tool (CCAT) to assess challenges in different areas for the participant including substance use, domestic violence, mental health , housing, employment and education.
  • Prepare written reports to the Core Team which consists of Prosecution, Defense and Judge. Attend briefings, appear in court, offer testimony regarding the participant’s compliance/non-compliance with orders of the court.
  • Research, build and maintain ongoing and timely contact and correspondence with the court, community agencies, participants, treatment providers, community related sources and potential stakeholders' documents and maintain comprehensive log of contacts, information obtained, status and actions taken relative to cases.
  • Manage case files and filing. Complete data entry for caseload tracking, reporting, letter writing accessing appointment calendar and maintains statistics related to the Community Court participants.
  • Plan and coordinate a community service program with participants in community service related activities, including but not limited to litter pickup, grounds and parks maintenance, community cleanup, general repair and maintenance, minor construction and other assigned projects and activities.
  • Orient those who are new to work crew and community service to the program protocols, work crew and community service requirements and expectations.
  • Schedule the work activities of the Participants and provide instruction and inspect work as needed.
  • Prepare and maintain records and reports related to program participants and work crew work and community service activities. Oversee the safety of work crew participants and community service participants and insures the proper use of equipment. Assesses skills of and assigns work crew and community service participants to work project tasks.
  • Investigate, evaluate, and report inappropriate behavior of work crew and community service participants to the Core Team.
  • Respond immediately to resolve problems and emergencies as situations occur on the job site, including equipment breakdown, injuries to personnel and inappropriate behavior of participants.
  • Provide outreach services to locate missing participants and help to re-engage participants with community court program and services. Facilitate and organize and onsite group sessions and programs.
  • Attend training and review guidelines and policies of other Community Courts to gain insight into other avenues of support to facilitate success of participants.
