Facilities Manager

Is responsible for managing all aspects of facilities service, including preventative maintenance, reactive maintenance, systems improvements, and emergency repairs. Provides direct oversight of trades, contract workers, custodial staff, and all third-party service providers. Provides oversight to the Library's building in conjunction with Library management and other city Departments. Ensures the interior and exterior of Buildings are maintained to Library standards to support a welcoming, clean, and efficient environment.

Is responsible for planning and executing energy efficiency programs and improvements and that all systems are well maintained and in good working order.

Responsibilities
  • Has responsibility and oversight of the day-to-day operations of facilities staff, ensuring all services are effectively delivered and facility needs are met including custodial, general maintenance, and MEP services.
  • Responsible for the cost-effective management of service contracts and all aspects of service delivery pursuant to these contracts, responsible for periodic and ongoing performance and financial review, conducting RFPs, and assuring payments and invoicing match contract pricing.
  • Develop and implement documents such as methods of procedure, reports, schedules, and standard operating procedures to ensure efficiency, compliance, safety, and effective operations.
  • Improve and implement preventative maintenance programs to extend the lifespan of property assets and minimize service disruptions.
  • Quickly respond to emergencies and ensure swift and decisive actions to correct issues, mitigate risks, protect personnel, and minimize operational disruptions.
  • Create and improve comprehensive key performance indicator frameworks to enable data-driven decision-making. Collect, analyze, and report on facilities data to provide an accurate assessment of facility management objectives, cost savings, and improvements.
  • Ensure appropriate record-keeping for all Library facility work. Work with senior staff, City of Boston, and others as appropriate in the review and deployment of facility resources.
  • Ensure performance management, coaching, and development of team members through established HR processes and disciplinary actions.
  • Ensure the facility management staff consistently provides positive and prompt responses to requests from all Library staff.
  • Maintain capital planning documentation and is a liaison with the PMO office, Landmarks Commission, and other statutory, regulatory, licensing, and standards organizations.
  • Perform related work as required.
Minimum Entrance Qualifications
  • At least five (5) years of full-time experience at the level of Facilities Manager of commercial real estate. Graduation from carpentry, electro-mechanical technology, electrical wiring, maintenance, masonry, painting and decorating, plumbing, power mechanics, sheet metal, or stream engineering course of a recognized technical/vocational high school may be substituted for a maximum of one (1) year of the required experience. A certificate for completion of at least a two (2) year, or equivalent part-time, course of studies in a non-degree-granting program of a recognized technical school above the high school level with a major in architectural drafting technology, civil construction technology, or electronic maintenance technology may be substituted for a maximum of one (1) year of the required experience.

    An associate's degree with a major in architectural drafting technology, construction and building technology (carpentry, electrical work, plumbing, sheet metal, air conditioning, heating, etc.), plant management, civil engineering, electrical engineering technology, or electrical power engineering technology may be substituted for a maximum of one (1) year of the required experience.
  • Customer-focused, with a vision of service excellence for customers. A bachelor's or higher degree with a major in architectural engineering, civil engineering, electrical, or mechanical engineering may be substituted for a maximum of two (2) years of the required experience.
