The Department of Energy Resources (DOER) seeks a Home Energy Rebates Program Coordinator to manage and support the implementation of federally funded grant programs. The Energy Efficiency Division is involved in all aspects of building sector energy policy including building decarbonization programs. The Program Coordinator will manage and support implementation of the Massachusetts Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR) programs, funded by the Inflation Reduction Act.

This position is currently set up as a term‑limited full‑time employee (FTE) position through December 2030, contingent on availability of federal funding under the Inflation Reduction Act.

• Develop,implement, andreport onthe HER program in consultation with Massachusettsmunicipallight plants (MLPs), contracted consultants,andDOER’sAffordable Housing Decarbonization Grant(AHD) program.
• Lead implementation and reporting of the HEAR program in partnership with Mass Save program administrators and their subrecipients.
• Oversee all program procurement, contracting, and grant/contract administration including reporting to ensure alignment with funding requirement sand DOER policyandprogrammatic goals.
• Develop and implement internal control frameworks, policies, and procedures to ensure compliance with federal and state regulatory requirements.
• Coordinate the program’s design and execution across DOER andmultiplestate agenciesto ensure alignment and awareness.
• Coordinate with fiscal and legal staff tomanage andtrack funding applications and other dataandensure that procurements and contracts are consistent with procurement rules.
• Serve as the subject matter expert on Massachusetts’ HER and HEAR programs, and integrate federal dollars into state programming, respond to inquiries from stakeholders, contractors, etc.
• Buildand sustainrelationshipsbetween DOER andeach of the

• Receive, analyze, andprepareHEAR and HER program data, including leading quarterly reporting, for submittal to DOE, regularly update DOER tracking tools with program data.
• Provide guidance on application, receipt, and reporting with respect to federal funds, and developing appropriate processes where necessary.
• Ensure alignment of programs with state energy policy goals and funding requirements.
• Promote and support a strong and collaborative internal team culture through effective communication.

• Experience with grants management and compliance, including federal funds.
• Demonstrated stakeholder engagement experience with a wide variety of stakeholders.
• Experience with procurement, including knowledge and understanding of Commonwealth procurement procedures and policies.
• Experience with program implementation and program design/development, particularly with regard to building decarbonization programs.
• Experience with strategic planning.
• Basic understanding of federal, state, or other funding related to building decarbonization, energy efficiency, and electrification.
• Experience with Mass Save or other building decarbonization, electrification or energy efficiency programs.
• Basic understanding of decarbonization, electrification, and energy efficiency technologies employed in buildings.
• Experience with strategies or approaches to ensure equitable access to programs.

Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
