This vacancy is for a GS-1102-9/11/12, Contracting Specialist located in the Department of Homeland Security, U.S. Coast Guard, BASE BOSTON PROCUREMENT and CONTRACTING DEPARTMENT

Basic Requirements:
This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
EDUCATION:
1. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
2.At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
To qualify at the GS-09 grade level,your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Experience assisting Contracting Officer with contract drafts.
- Experience assisting with negotiations with potential contracts.
- Experience assisting analyzing bids and proposals.
OR
2 full academic years of progressively higher level graduate education
OR
masters or equivalent graduate degree or LL.B. or J.D.
To qualify at the GS-11 grade level,your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Experience incorporating FAR clauses and provisions, developing requirements for technical proposals with appropriate evaluation factors, and applying simplified acquisition positions.
- Experience performing cost/price analysis, including review of complete cost and pricing data to determine reasonableness.
- Experience monitoring contract administration on the most complex contracts until final delivery and ensuring payments are completed and that the contract is closed out upon completion.
OR
3 full academic years of progressively higher level graduate education or Ph.D.
OR
equivalent doctoral degree
To qualify at the GS-12 grade level,your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Experience reviewing documentation such as justification for other than full and open competition and preparing appropriate supplemental documentation.
- Experience conducting pre-bid/proposal conferences with prospective offers to arrive at a clear, mutual understanding of the requirements of the proposed contract.
- Experience serving as lead negotiator and negotiates with potential contractors and preparing all required documentation.
NOTE:
Education cannot be substituted for experience at this grade level.
