Project Manager - Track

Position Summary

The Project Manager - Track is responsible for managing railroad track construction, rehabilitation, and maintenance operations across assigned project sites in Massachusetts, including projects coordinated with the MBTA and other regional transit authorities. This role oversees all phases of project execution, from early-stage office coordination and documentation through field-based construction management and crew supervision.

The ideal candidate will ensure projects are completed safely, on schedule, within budget, and in compliance with FRA regulations, MBTA standards, contract specifications, and applicable Massachusetts DOT requirements. Once construction activities begin, the majority of work will be performed in the field directing crews and coordinating active rail operations.
Key Responsibilities
Project Management
  • Manage day-to-day field operations for railroad track construction and rehabilitation projects
  • Plan, organize, and direct project activities to ensure timely and cost-effective completion
  • Supervise onsite track crews, subcontractors, and related trade disciplines
  • Coordinate with MBTA, Keolis Commuter Services, Massachusetts DOT, and other owner representatives
  • Prepare and maintain RFIs, submittals, project reports, daily logs, and related construction documentation
  • Conduct routine jobsite inspections to ensure compliance with contract documents, safety standards, and quality requirements
  • Coordinate emergency response activities and resolve field issues in accordance with FRA and MBTA protocols
  • Ensure proper maintenance and utilization of onsite equipment and resources
  • Support schedule management, work sequencing, and project closeout activities
  • Maintain flexibility to work weekends and overtime as required
Track Operations & Rail Responsibilities
  • Oversee railroad track construction, rehabilitation, and maintenance operations including rail, tie, ballast, and surfacing work
  • Manage track geometry, alignment, and surface compliance in accordance with FRA Track Safety Standards (49 CFR Part 213) and MBTA engineering standards
  • Coordinate track protection, flagging, and work zone safety under applicable GCOR/NORAC operating rules
  • Supervise switch and crossing installations, specialty trackwork, and OTM machine operations in commuter rail, subway, and freight environments
  • Monitor track inspection results, identify defects, and coordinate corrective actions with engineering and owner representatives
  • Manage track outages, access agreements, and return-to-service schedules to support active revenue operations
Qualifications & Skills
  • Strong leadership, communication, and interpersonal skills
  • Solid understanding of railroad track construction practices and safety procedures
  • Familiarity with MBTA engineering standards and Massachusetts transit authority operating rules preferred
  • Working knowledge of FRA Track Safety Standards (49 CFR Part 213) and AREMA standards
  • Ability to read and interpret engineering drawings, specifications, and contract documents
  • Experience managing subcontractors and multiple trade disciplines on active railroad right-of-way
  • Strong analytical, organizational, and problem-solving abilities
  • Ability to work effectively under pressure and respond to emergency situations with professionalism
  • Proficient with Microsoft Office Suite and standard construction documentation systems
  • Strong attention to detail and time management skills
  • Ability to work collaboratively with owners, inspectors, crews, and project stakeholders
Required Experience
  • Minimum 5 years of railroad track construction experience required
  • Prior railroad transit project experience required
  • Experience with MBTA commuter rail or Massachusetts transit projects strongly preferred
  • Experience supervising field crews and coordinating active rail operations preferred
Education Requirements
  • Bachelor's degree in Construction Management, Engineering, or related field preferred
    OR
  • 5+ years of construction experience with at least 3 years of crew supervision/management experience
Physical Requirements & Working Conditions
  • Ability to work outdoors in all weather conditions, including heat, cold, rain, snow, and sleet
  • Ability to walk long distances on uneven terrain and active construction sites
  • Comfortable working around heavy equipment, moving machinery, and high-noise environments
  • Ability to bend, stand, walk, and sit for extended periods
  • Must be able to lift up to 50 pounds
  • Willingness to travel as required for project assignments
Preferred Industry Experience

Candidates with experience in commuter rail, transit systems, freight rail operations, or heavy civil infrastructure projects are strongly encouraged to apply.
