Job Description

DOER's Energy Efficiency Division is seeking a Home Energy Rebates Program Coordinator to manage and support the implementation of federally funded grant programs. The Energy Efficiency Division is involved in all aspects of building sector energy policy including building decarbonization programs. The Home Energy Rebates Program Coordinator ("Program Coordinator") will manage and support implementation of the Massachusetts Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR) programs, funded by the Inflation Reduction Act.

Important note:

This position is currently set up as a term-limited full-time employee (FTE) position through December 2030, contingent on the availability of federal funding under the Inflation Reduction Act.

Responsibilities:

* Develop, implement, and report on the HER program in consultation with Massachusetts municipal light plants (MLPs), contracted consultants, and DOER's Affordable Housing Decarbonization Grant (AHD) program.

* Lead implementation and reporting of the HEAR program in partnership with Mass Save program administrators and their subrecipients.

* Oversee all program procurement, contracting, and grant/contract administration including reporting to ensure alignment with funding requirements and DOER policy and programmatic goals.

* Develop and implement internal control frameworks, policies, and procedures to ensure compliance with federal and state regulatory requirements.

* Coordinate the program's design and execution across DOER and multiple state agencies to ensure alignment and awareness.

* Coordinate with fiscal and legal staff to manage and track funding applications and other data and ensure that procurements and contracts are consistent with procurement rules.

* Serve as the subject matter expert on Massachusetts' HER and HEAR programs, and integrate federal dollars into state programming, respond to inquiries from stakeholders, contractors, etc.

* Build and sustain relationships between DOER and each of the 41 MLPs.
