Description:

The Assistant Secretary of Energy serves as a key advisor to the Undersecretary of Energy, leading the coordination and advancement of statewide energy policy initiatives across the Executive Office of Energy and Environmental Affairs (EEA) and its agencies. This role provides strategic leadership in developing, implementing, and evaluating clean energy policies, legislative initiatives, and regulatory strategies while fostering collaboration among state agencies, industry partners, municipalities, utilities, environmental organizations, and other stakeholders to support the Commonwealth's energy and climate goals.

Specific duties and responsibilities include, but are not limited to, the following:

* Lead the coordination of energy policy initiatives across EEA agencies, including the Department of Energy Resources (DOER), Department of Public Utilities (DPU),

* Massachusetts Clean Energy Center (MassCEC), and the Massachusetts Department of Environmental Protection (MassDEP).

* Manage and coordinate the day-to-day development and implementation of strategic energy policy priorities in collaboration with the Undersecretary of Energy.

* Develop policy memoranda, executive briefings, presentations, legislative proposals, and regulatory recommendations for executive leadership.

* Lead cross-agency working groups to develop, implement, and advance clean energy policies and strategic initiatives.

* Conduct and oversee analysis of complex energy policy, legislative, and regulatory issues to support informed decision-making.

* Review and evaluate agency policies, programs, legislation, and regulations to ensure alignment with administration priorities.

* Build and maintain collaborative relationships with municipalities, utilities, industry representatives, environmental organizations, state agencies, and other external stakeholders to advance clean energy objectives.

* Represent the Undersecretary and Executive Office in meetings with internal leadership, partner agencies, and external stakeholders.

* Provide strategic project management for high-priority energy initiatives, ensuring timely execution of administration priorities.

* Recommend policy priorities, resource needs, and project management strategies to support the successful implementation of energy programs and initiatives.

* Collaborate with executive leadership and senior staff across EEA to align energy initiatives with broader environmental, decarbonization, resilience, and climate priorities.

Preferred Qualifications:

* Extensive knowledge of energy policy, clean energy initiatives, decarbonization strategies, and the regulatory landscape affecting the energy sector.

* Demonstrated experience developing, analyzing, and implementing complex public policy, legislation, and regulatory initiatives.

* Proven ability to lead cross-agency initiatives and build collaborative partnerships among government agencies, utilities, municipalities, industry, and environmental organizations.
