Junior Civil Engineer, Grade 3
The City of Worcester is seeking qualified applicants for the position of Junior Civil Engineer, Grade 3 in the Engineering Division of the Department of Public Works. Under the general direction of the Assistant Director of Engineering, the position is responsible for technical and entry‑level civil engineering work related to the investigation, design, construction, and maintenance of engineering projects. The individual in this role will ensure private utility projects are successful and public infrastructure remains in functioning order.
Daily responsibilities include reviewing plans and permit applications for electric, gas, and data installations, conducting pre‑construction site reviews, performing oversight during construction, and inspecting roadway and sidewalk restorations for conformance with City construction standards.
Work is supported and reviewed by experienced supervisors and senior engineers, creating a strong learning environment where you can sharpen your technical skills and expand your professional knowledge.

Essential Elements- Supervise and participate in the inspection of engineering construction projects, check for conformance with plans and specifications, submit reports on project progress and materials used.
- Create engineering drawings and design simple infrastructure improvements and roadways, set grades and lines for paving, curb and gutter, sidewalk, sewer, drainage, and water construction projects.
- Prepare estimates for construction and material costs.
- Perform on‑site engineer services for municipal construction projects: direct construction activities, and manage construction schedules and budgets.
- Perform inspections for DPW permits, which may involve subdivisions, sewer connections, drainage connections, installation of private utilities within the City’s right‑of‑way, and pavement restoration.
- Procure field data necessary for preparation of plans and verification of as‑built conditions.
- Perform related work as required.
Skills and Abilities
- Knowledge of the principles and practices of civil engineering.
- Knowledge of modern methods and techniques as applied to the construction and maintenance of public infrastructure and roadways.
- Skill in performing engineering computations.
- Skill in conducting engineering research and writing technical reports of such studies.
- Ability to design minor public infrastructure improvements, roadways and sewer systems.
- Ability to use Microsoft Office Suite.
- Ability to learn how to use GIS and AutoCAD.
- Ability to determine adherence to engineering specifications on a wide variety of construction jobs.
- Excellent organizational skills.
- Regular on‑site attendance is required.
- Bachelor’s Degree in Civil Engineering, Environmental Engineering, or Construction Management
- An equivalent combination of education, training and five (5) years of engineering project experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above stated degree.
- Experience in engineering and construction management for horizontal construction and utility projects.
- Experience performing engineering computations and engineering design.
- Experience performing inspection of public infrastructure and roadways.
- Excellent written and verbal communication skills.
- Valid driver’s license.
- Two (2) years of civil engineering work for public roadways and/or utilities.
- Two (2) years of experience/skill with GIS.
- Two (2) years of experience in AutoCAD Civil 3D.
- Two (2) years of experience working with construction materials.
- Current EIT certification.
Salary Range: $33.41 – $40.71 hourly, full‑time, with an excellent benefits package.
