Assistant District Traffic Engineer for Maintenance and Operations (Civil Engineer V) - (260000PW)
Position SummaryIncumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform related work as required. The basic purpose of this work is to perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.
Dutiesand Responsibilities
The Assistant District Traffic Engineer for Maintenance and Operations is responsible for all aspects of operational, equipment and maintenance needs related to MassDOT traffic control devices in the district region. Incumbents in this position shall have a demonstrated familiarity and experience with traffic signal operations, pavement marking design and installation, traffic signing and work zone traffic management. Knowledge of highway lighting systems is a benefit but not required.
The Assistant District Traffic Engineer for Maintenance and Operations reports to the District Traffic Engineer in support of all traffic operations and maintenance activities.
Assist the Assistant District Traffic Engineer for Design and Safety to provide technical support for the District Traffic Engineering functions.
Administer and oversee the Districtwide Traffic Maintenance contracts including the planning, preparation and adherence to the standard templates and submission guidelines set forth by Headquarters.
Partners with District Maintenance Engineer and District Project Development Engineer to establish the project development schedule for Traffic Maintenance contracts.
Supervise staff assigned to Districtwide Traffic Maintenance Contracts and monitors the contractor’s performance, documents any issues with traffic control devices or material performance, and reports findings up to District Traffic Engineer.
Evaluates specifications, special provisions and unit bid costs from past and active District Traffic Maintenance contracts to identify any performance issues or technical changes that would better serve the operational needs of the district.
Partners with the Assistant District Traffic Engineer for Design and Safety to review traffic signal operations including Automated Signal Performance Measures.
Assist with the oversight and maintenance of Connected and Automated Vehicle systems to connect traffic signal communications with roadside infrastructure in the district as appropriate.
Supervises the District Electricians including the assignment of planned work efforts for signal betterment, routing maintenance and operational improvements. Oversight shall include management of overtime and emergency response callout activity.
Ensures that District Electricians are provided with the appropriate supplies, equipment, state vehicle with lift and personal protective equipment needed to perform the duty of the position.
Assists with the coordination and capture of asset data related to new traffic control devices installed, including the district-wide pavement marking inventory, in the District for purposes of maintaining the Statewide Asset Management System.
Assists with new product evaluations and pilot/test installations and work with Research and Materials and/or Headquarters Traffic and Safety Engineering as needed.
Coordinates with District Construction and District Maintenance on allowable hours for lane closures and consult Headquarters Traffic and Safety Engineering as needed.
Coordinates with District Construction and Highway Safety Inspectors on work zone safety issues and provides technical guidance as needed.
Work with the Assistant District Traffic Engineer for Design & Safety on the application of MassDOT’s Supplemental Sign Program to determine the feasibility of new sign installations in the field.
