The MBTA’s Quality Management team, within the Office of Quality, Compliance, and Oversight (QCO), ensures that the Authority’s infrastructure and operations meet established standards for safety, reliability, and performance. The team develops and maintains policies, procedures, and standards, and verifies their effectiveness through audits, inspections, and continuous improvement efforts aligned with MBTA requirements and external regulatory agencies.

The Electrical Infrastructure Quality Manager sits within the Infrastructure Maintenance Quality Management team. The Manager supports quality oversight of power systems and electrical infrastructure within Engineering and Maintenance, working closely with engineering, maintenance, and operations teams to ensure infrastructure is designed, maintained, and operated in accordance with established standards and best practices. This role does not have direct supervisory responsibility but plays a key role in influencing and improving quality outcomes across these functions.

The Manager leads quality assurance activities for electrical infrastructure, including audits, inspections, and performance analysis of maintenance and operational practices. The role evaluates the effectiveness of quality control processes, identifies risks and gaps, and drives improvements to ensure work is performed in accordance with established standards and best practices. The Manager also supports the development and interpretation of quality standards, policies, and procedures, and collaborates with internal stakeholders and third‑party consultants to strengthen system reliability, ensure regulatory compliance, and advance continuous improvement across the MBTA.

Responsibilities
  • Support the overall goals, priorities, and strategic initiatives for all QA/QC planning, design, operations, maintenance, engineering, or capital delivery activities related to transit stations and facilities.
  • Supports assigned QA/QC activities for planning, design, operations, maintenance, engineering, or capital delivery activities involving multiple consultants and contractors related to transit stations and facilities.
  • Develops and maintains QA/QC technical requirements and criteria related to planning, design, operations, maintenance, engineering, or capital delivery activities, including but not limited to design criteria, standard specifications, and drawings related to transit stations and facilities. Review and assess requests for compliance with established.
  • Collaborates closely with Construction, Operations, Maintenance, and others to continuously verify and improve requirements based on the current industry’s best practices related to transit stations and facilities.
  • Establishes goals, priorities, and strategic initiatives for the delivery of QA/QC requirements related to transit stations and facilities.
  • Leads the development of metrics and other analytical tools to measure the performance of the Quality Assurance program.
  • Ensures QA/QC processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current MBTA policies and procedures, rules, and regulations.
  • Provides QA/QC‑related engineering support to Project Managers throughout the planning, design, and delivery phase of capital projects, which could include vehicle or infrastructure‑related projects. Support includes but is not limited to design reviews, construction submittal reviews, response to requests for information, preparation of field clarifications, field inspection, etc.
  • Provides QA/QC support for planning, design, operations, maintenance, engineering, or capital delivery departments on matters as directed and requested; serves as staff on a variety of committees; prepares and presents reports, presentations, and other necessary correspondence.
  • Reports on the performance of Quality Assurance Standards to MBTA senior managers and other stakeholders.
