Mission Hires is seeking a Sr. Capture Manager (Maritime & Undersea Systems) to architect competitive wins across NAVSEA and related U.S. Navy programs. Leveraging the Shipley Capture Management process, you will lead end-to-end capture efforts, develop Price-to-Win strategies, and navigate rapid acquisition pathways (BAAs, OTAs, DIU) to secure contracts that advance Naval dominance, UUVs, and undersea infrastructure. You will serve as a domain expert in Naval and undersea systems, drive market intelligence, and build senior relationships across NAVSEA, NAVAIR, ONR, and PEOs to shape opportunities and influence executive decision‑making.
Responsibilities- Lead the full Shipley capture lifecycle from opportunity identification through Color Team reviews to award
- Develop sophisticated bid strategies including Price-to-Win analysis, competitive assessments, and differentiated value propositions for NAVSEA and related programs
- Leverage rapid acquisition pathways (BAAs, OTAs, DIU) to accelerate maritime technology deployments
- Serve as technical SME on Naval vessel and UUV life cycles, including HM&E systems, underwater acoustics, and maritime cyber‑resiliency
- Conduct market intelligence on MUM‑T, undersea sensing, distributed maritime operations, and Ghost Fleet/next‑gen submarine programs
- Establish and maintain senior relationships with NAVSEA, NAVAIR, ONR, and PEOs for Submarines and Unmanned/Small Combatants
- Influence internal executives on capture strategy, investment, and operational plans to grow the maritime portfolio
- Lead multidisciplinary proposal teams (engineering, naval architecture, cost/pricing) through gated reviews and submissions
- Own competitive positioning, solution shaping, teaming strategy, and risk/opportunity management for captures
- Drive disciplined capture plans, call plans, Black/Blue/Pink/Red/Gold Team reviews, and readiness to bid decisions
- Bachelor’s degree in Engineering (Ocean, Mechanical, or Electrical preferred) or Business with 12+ years relevant experience; or Graduate degree/MBA with 10+ years
- Active SECRET security clearance with ability to obtain TS/SCI
- Proven track record winning competitive captures (typically $50M+) in the U.S. Navy or maritime defense sector
- Expert‑level knowledge of the Shipley process and leading multidisciplinary proposal teams
- Demonstrated success with Price‑to‑Win development and competitive assessments for NAVSEA and related programs
- Experience navigating DoD rapid acquisition pathways (BAAs, OTAs, DIU)
- Deep domain expertise in Naval and undersea systems, including HM&E, underwater acoustics, and maritime cyber‑resiliency
- Established relationships or demonstrated engagement with NAVSEA, NAVAIR, ONR, and relevant PEOs
- Disciplined, self‑starter leadership style with ability to make high‑stakes decisions under pressure
- Excellent executive communication and stakeholder influence skills
