Position: Wetlands and Water Resources Supervisor (Environmental Analyst V)

Position Summary

The Wetlands & Water Resources Supervisor is responsible for directing and managing wetlands and waterways permitting to support the Transportation Improvement Program and Capital Investment Plan. This position will oversee a team of wetland scientists / environmental analysts and will collaborate with leadership, project managers, engineers and other members of the Highway Division, and private sector consultants, to secure wetlands and water resources permits to meet the priorities and deadlines of the construction advertisement program.

The position includes working closely with regulatory agencies on obtaining project specific permit clearances, and overseeing wetlands related interagency agreements. The work associated with this position includes environmental impact analysis, permit application review and approval, review of engineering plans, field work such as wetland delineation and stream assessments, the development and implementation of strategic initiatives to streamline permitting processes, environmental stewardship, collaboration with internal and external stakeholders to develop innovative solutions to complex problems, and wetland permitting and stormwater management all in accordance with applicable laws, rules, regulations, standards and sound environmental science principles and practices.

Duties

and Responsibilities
  • Serve as the Supervisor of the Wetlands & Water Resources Unit, and directly supervise wetland scientists charged with ensuring Highway Division project compliance with applicable local, state, and federal wetlands and water resources laws, regulations, and policies.
  • Establish permitting priorities and strategies for projects on the Transportation Improvement Program and the Capital Investment Plan. Oversee staff workload and project prioritization to ensure project reviews and permitting are completed on schedule.
  • Perform, and oversee staff performance on, in-house technical services including:
    Preparation of accurate letters, reports and memoranda;
    Wetland delineations;
    Design review for compliance with state and federal wetland regulations, including wetland replication, stormwater management & stormwater control measures (SCMs), stream crossings, and fluvial geomorphology; and Wetland functions & values assessments.
  • Ensure accurate completion of wetlands and waterways applications, forms, and assessments.
  • Represent the Environmental Services Section as the subject matter expert on applicable state and federal wetlands and water resources laws, regulations and policies, including participating in review and comment on proposed regulatory changes.
  • Oversee consultant contracts by negotiating assignments and ensuring clear direction to consultants on MassDOT Highway Division and regulatory requirements.
  • Oversee wetlands permitting interagency agreements with regulatory agencies and ensure performance criteria are met.
  • Review the performance of supervises by using the guidelines of the Employee Performance Review System (EPRS) to ensure increased communication and successful implementation of the system, and implementing appropriate disciplinary action when deemed necessary.
  • Provide technical assistance, and trainings to the Department on wetlands permitting, stream crossing design and fluvial geomorphology.
  • Conduct technical reviews of consultant scopes of work, project schedules, cost estimates, and plans to identify all potential environmental impacts and determine applicable permits. Provide advice on design issues and review of permit applications involving mitigation and avoidance of environmental resources. Coordinate with other environmental staff and Highway Division sections to solicit comments and identify permitting strategies.
  • Coordinate with various internal and external stakeholders to ensure project compliance with applicable state and federal wetlands and water resources laws, regulations and policies; collaborate on advertisement program priorities and evaluate yearly performance; enhance internal workflows; foster collaboration; and continuously evaluate opportunities to improve the permitting process.
