Public Utilities Engineer – Pipeline Safety Division (260004HW)

Boston, Massachusetts – Full‑time, Day shift. Salary: $86,434.92 – $ yearly.

The Department of Public Utilities (DPU) seeks an experienced engineer to conduct inspections, investigations, and engineering studies of natural gas, propane, and steam facilities. The incumbent will review compliance with federal and state statutes, investigate failures, participate in hearings and rate cases, and prepare reports and recommendations to improve pipeline safety.

• Conduct engineering studies of the physical plant of natural gas utilities to determine capacity, service effectiveness, and reliability.
• Evaluate the physical condition of plant and equipment through on‑site audits, inspections, or investigations and document findings in reports.
• Assist in rate filings directed by the Department.
• Investigate consumer complaints regarding the safety of natural gas pipelines.
• Review petitions filed by natural gas companies regarding construction or expansion of facilities for safety compliance.
• Conduct studies on safe and reliable delivery of natural gas, energy conservation, and greenhouse gas emissions.
• Review and recommend changes to operating standards, plans, procedures, and other safety documents to the Division Director.
• Investigate incidents involving natural gas companies to determine causes and recommend detailed findings.
• Assist in the preparation of Department rules, regulations, and legislative reports.
• Assist the Damage Prevention Program as directed.
• Carry out additional duties related to pipeline safety as required.

• At least four (4) years of full‑time or equivalent part‑time technical or professional experience in mechanical or electrical engineering related to the design, construction, or operation of facilities for the generation, transmission, or distribution of energy.
• At least two (2) years of that experience must be in a professional capacity.
• Educational substitutions:
  • Associate’s degree in a related field may substitute up to one year of required experience.
  • Bachelor’s degree in a related field may substitute up to two years of required experience.
  • Graduate degree in a related field may substitute up to two years of required experience and one year of professional experience.
• Possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license.
