The Senior Accountant is responsible for the accounting related to the Authority’s Capital Investment Plan (CIP) with a budget of more than $20B including over 600 Capital projects with various federal, state, and bond funding sources. The position provides accounting analysis, reporting, reconciliations and audit schedules on capital expenditures and revenues. A critical aspect of this position will be focused on the fixed asset accounting of more than $22B of assets, the physical inventory and maintaining policies and procedures.
The position is also responsible for ensuring that the Authority is in compliance with generally accepted accounting practices (GAAP) and federal regulations in accordance with 2
CFR
200 and 5010.1F.
- Manage the monthly transfer of capital expenditures to the Construction Work in Progress Account (CWIP) and the transfer from CWIP to Fixed Assets for additions and recording on the Fixed Asset Register and General Ledger.
- Manage fixed asset dispositions and liaise with the FTA.
- Oversee the updating of the Authority’s fixed asset database in Oracle/People Soft - Financial Management Information Systems (FMIS) ensuring that fixed asset additions and dispositions are reconciled with the Fixed Asset Register and the Enterprise Asset Management System.
- Lead the annual physical inventory process to ensure compliance with Federal Regulations 5010.1F and 2

200. - Perform month end close activities related to all capital accounting areas including reviewing and recording journal entries and balance sheet account reconciliations.
- Prepare and assist with the preparation of the issuance of monthly, quarterly and annual financial statements on both statutory basis and the generally accepted accounting practices basis (GAAP).
- Prepare and assist with reporting and audit requirements of federal and state grant programs and all ancillary reporting requirements prescribed by the federal, state, and other governmental partners including quarterly FFR’s (Federal Financial Reporting) and the annual SEFA (Schedule of Expenses of Federal Awards).
- Support the Manager of Capital Accounting in the overall coordination and completion of the annual audits of the financial statements by independent auditors, various external auditors and internal auditors.
- Assist with the coordination of, reconciliation of and preparation of all audit documentation, schedules, and work papers for efficient completion of annual audit, federal audits and examinations, internal audits from MassDOT, and any other third-party audit and review engagements.
- Maintain records and reports in compliance with the Authority’s accounting policies and procedures.
- Develop and maintain policies and procedures in compliance with governmental agency requirements.
- Prepare and process billing for grants at the federal and state level utilizing the financial systems of the Federal Transit Administration (FTA), other federal entities and the Commonwealth financial systems for state funded grants and reimbursements.
- Lead the quarterly accrual process.
- Respond to each inquiry, from customer, vendor, or co-worker in a courteous and professional manner.
- Perform ad hoc requests as needed.
- Bachelor’s degree from an accredited institution in Accounting, Finance, Business, Economics, or related field.
- Five (5) years of experience in accounting, audit, and financial analysis.
- Experience with Oracle/People Soft accounting system or other ERP systems.
- Experience in project accounting or fixed asset accounting.
- Effective organizational, analytical, quantitative, multitasking, and time management skills.
- Proficient in Word, Excel, PowerPoint and Oracle Database applications.
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor’s degree requirement.
- An Associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the Bachelor’s degree requirement.
- A Master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
- Masters’ degree from an accredited institution in Accounting or a CPA.
- Experience working in the public sector and/or transit industry.
- Experience working collaboratively with project management through all phases – development, planning, engineering, construction and closeout.
- Capital grant accounting experience.
- Grant/contract accounting experience.
- Grant application and/or monitoring budget versus actual.
