The Massachusetts Department of Public Health (DPH) is seeking a strategic and detail-oriented fiscal professional to serve as the Fiscal Manager for DPH work on the Rural Health Transformation Program (RHTP). This is a unique opportunity to help oversee the financial stewardship of one of the Commonwealth's most significant healthcare transformation investments, supported by nearly $800 million in funding dedicated to improving healthcare access, strengthening rural health systems, and advancing health equity across Massachusetts.
In this highly visible role, you will work at the intersection of public health, finance, and policy, partnering with leaders across DPH, the Executive Office of Health and Human Services (EOHHS), and federal stakeholders to ensure responsible management of complex grant-funded initiatives that directly impact rural communities throughout the state.
As the DPH RHTP Fiscal Manager, you will play an essential role for DPH in guiding financial strategy, grant compliance, budget oversight, and federal reporting activities that support long-term program success. This position offers the opportunity to collaborate with executive leadership, finance teams, program managers, across DPH bureau/offices and external partners to develop sound fiscal practices, strengthen internal controls, and ensure compliance with federal and state requirements.

Please Note:
This position has statewide responsibilities and therefore primary work location is flexible within DPH work sites. The incumbent will be required to report to the Boston office on a regular cadence.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
* Lead and oversee all fiscal operations supporting DPH work on the Rural Health Transformation Program (RHTP), ensuring compliance with federal, state, CMS, and Department of Public Health requirements.
* Manage grant compliance activities for federally funded initiatives, including interpretation of funding requirements, monitoring adherence to grant conditions, and implementation of appropriate fiscal controls.
* Coordinate the preparation, review, and submission of financial reports, supporting documentation, and required fiscal deliverables for CMS and other funding entities.
* Develop, implement, and maintain fiscal policies, procedures, and internal control frameworks that promote accountability, transparency, and regulatory compliance.
* Serve as the primary fiscal liaison between DPH RHTP program teams, DPH leadership, DPH Bureaus/Offices, EOHHS, the Office of Federal Finance and Revenue, Secretariat Finance, and other key stakeholders to ensure consistent financial practices and reporting.
* Provide guidance and technical assistance to program staff and participating units regarding budget management, allowable expenditures, grant requirements, and fiscal compliance obligations.
* Support the development and oversight of multi-year budgets, spending plans, financial forecasts, and resource allocation strategies to ensure effective utilization of program funding.
* Monitor expenditures, encumbrances, grant utilization, and financial performance, identifying trends, variances, risks, and opportunities for corrective action.
* Conduct financial analyses and forecasting activities to support strategic planning, operational decision-making, and long-term program sustainability.
* Collaborate with BCHAP Administration and Finance, DPH Accounting, Purchase of Service, and Compliance teams to ensure alignment with agency fiscal policies, accounting standards, and audit requirements.
* Maintain accurate fiscal records, reconciliations, and supporting documentation to ensure audit readiness, support compliance reviews, and facilitate federal and state reporting requirements.
* Establish and manage processes for fiscal data collection, validation, tracking, and reporting while ensuring data integrity across financial systems and supporting continuous process improvement initiatives.
Preferred Qualifications:
* Experience managing complex federal grants, cooperative agreements, or large-scale public sector funding programs.
* Knowledge of federal financial reporting requirements, including Centers for Medicare & Medicaid Services (CMS) reporting standards and compliance expectations.
* Familiarity with developing, monitoring, and analyzing multi-year budgets, spending plans, financial forecasts, and grant expenditures.
* Expertise in federal Uniform Guidance, grant management principles, and applicable state and federal fiscal regulations.
