Position Overview

The Director of Finance serves as a key member of the Office of Finance and Administration senior leadership team, providing strategic direction, operational oversight, and leadership for all agency finance functions. This position oversees professionals responsible for procurement, contracts, accounts payable, and related financial operations that support agency-wide programs and expenditures.

The Director of Finance is responsible for ensuring that complex, high-volume procurement, contracting, and payment transactions are executed accurately, efficiently, and in compliance with applicable laws, regulations, statewide policies, and Office of the Comptroller requirements. This role plays a critical part in aligning financial operations with agency priorities while fostering a high-performing, customer-focused finance organization committed to operational excellence, innovation, and continuous improvement.

Key Responsibilities

Strategic Leadership & Financial Operations

* Provide strategic leadership and oversight for all agency finance operations, including procurement, contracting, accounts payable, and related financial functions.

* Serve as the agency's principal advisor on financial operations, offering expert guidance and solutions on complex financial, procurement, contracting, and payment matters.

* Develop and execute strategies that align financial operations with agency goals and support effective service delivery.

Team Leadership & Organizational Development

* Lead, supervise, mentor, and develop managers and staff across multiple finance business units.

* Foster a collaborative, accountable, and customer-focused culture that promotes professional growth and continuous improvement.

* Build consistency, shared accountability, and strong partnerships across teams with distinct operational responsibilities.

Policy, Compliance & Internal Controls

* Develop, implement, and continuously improve financial policies, procedures, and internal controls.

* Ensure compliance with applicable laws, regulations, statewide financial policies, and Office of the Comptroller requirements.

* Balance compliance obligations with operational efficiency while maintaining strong fiscal stewardship.

Process Improvement & Technology Partnership

* Partner with technology leadership and business stakeholders to identify, evaluate, and implement system enhancements and process improvements.

* Strengthen financial operations through automation, improved reporting capabilities, and innovative business solutions.

* Lead initiatives that improve efficiency, transparency, and service quality across finance functions.

Stakeholder Engagement & Collaboration

* Build and maintain effective working relationships with agency leadership, operational teams, and external oversight organizations.

* Collaborate with DCAMM leadership, including the Office of Finance and Administration Budget Director, to support agency priorities and financial management objectives.
