Masscec Controller

The Massachusetts Clean Energy Center's (MassCEC) Controller will be responsible for the accounting operations of the entity and other aspects of financial management, reporting directly to the CFO.

The Controller will manage the development of accounting policies, regulatory and financial reporting, budget and forecast preparation, maintenance of an adequate system of accounting records, and comprehensive internal controls designed to mitigate risk and enhance the accuracy of the MassCEC's financial results. The Controller will ensure that reported results comply with generally accepted accounting principles. The Controller will have one direct report and will interact with all levels of the organization.

The Controller requires a deep understanding of government, state, and federal funding processes, compliance requirements, and grant management.

Job Duties
  • Oversee all financial activities of the finance department, including accounting, payroll, budgeting, financial reporting, and cash management.
  • Ensure accurate and timely preparation of financial statements in accordance with GAAP and applicable governmental accounting standards.
  • Stay informed about current governmental accounting standards and OMB Uniform Guidance to ensure accurate implementation within the organization as needed.
  • Develop, implement, and maintain effective internal controls and financial policies.
  • Monitor and manage the organization's cash flow to ensure liquidity and operational efficiency.
  • Assist in the preparation of finance or budget related documentation to be presented to the MassCEC Board of Directors and its committees.
  • Collaborate with the CFO and leadership team to develop the annual budget, including revenue forecasting for federal, state, and private funding sources.
  • Provide regular financial analyses and forecasts to guide decision-making.
  • Ensure compliance with federal, state, and local regulations, including OMB Uniform Guidance (2 CFR Part 200) for federal grants.
  • Coordinate and oversee annual financial audits and Uniform Guidance audits as required.
  • Prepare and submit required financial reports to funding agencies and regulatory bodies.
  • Ensure compliance with federal, state, and local grant requirements, including monitoring, reporting, and audits.
  • Maintain detailed tracking of expenditures and reporting for multiple funding sources, including federal funds, state appropriations, and private contributions.
  • Work closely with program managers to ensure accurate allocation of funds and proper documentation of expenses.
  • Supervise and mentor accounting staff, fostering professional growth and development.
  • Promote a culture of accountability, transparency, and collaboration across the finance team and organization.
  • Serve as a key financial advisor to the CFO and executive leadership team.
  • Evaluate and enhance financial systems and processes to increase efficiency and accuracy.
  • Lead or support the implementation of new accounting software or updates to existing systems.

Other tasks and projects as directed by the CFO.

Position Qualifications Education
  • Bachelor's degree in accounting, finance, or a related degree.
  • Certified Public Accountant (CPA) is preferred.
Experience
  • A financial professional with at least 9 years of progressively responsible relevant experience, with experience in the clean energy industry, non‑profit and governmental experience preferred.
Knowledge, Skills, and Abilities
  • Demonstrated ability to obtain and review complex information and clearly articulate conclusions and associated recommendations;
  • Excellent relationship‑building and negotiation skills, including a customer service focus;
  • Strong leadership skills, including experience managing staff and a commitment to help develop team members;
  • Excellent verbal and written communication skills;
  • Demonstrated ability to work independently and manage multiple projects and priorities effectively;
  • Demonstrated ability to work proactively and with a problem‑solving focus;
  • Strong computer skills including Excel and accounting systems;
  • Experience working with financial statements, general ledger functions, and month/year end close process;
  • Experience with Business Central and Net Suite accounting systems preferred;
  • Experience with Government Accounting Standards (GASB) or non‑profit entities is preferred;
  • Understanding of OMB Uniform Guidance (2 CFR Part 200) for federal grants preferred; and
  • Desire to work in a dynamic and mission‑driven environment.
