Our client is an established and acclaimed social services organization with a wide range of programs is recruiting a Director of Billing & Contracts. The organization is still resetting after the pandemic and seeks to bolster this critical area of the finance function. The position will report to the Chief Financial Officer and will work with various program leaders to improve existing processes and determine if there are under collected monies.
The scope of the role will include responsibility for the creation and monitoring of all government (federal, state, cities/towns) invoices, management of third party billing and management of the accounts receivable department including billing, collections, reconciliation, closing schedule adherence, financial reporting, and bad debt risk assessment. The selected individual should be a professional that strives to improve, add value to the organization and develop the team.
Specific areas of responsibility include:
- Responsible for the billing and accounts receivable staff, emphasizing accurate and timely billing in accordance with the monthly closing schedule and follow-up through the collection process
- Responsible for diligent collection efforts of all accounts receivable
- Participates in the annual budget development process by working closely with Vice Presidents and senior directors
- Review new and updated revenue contracts for invoicing expectations/requirements and ensure organizational compliance
- Maintains contract list including general ledger and Uniform Financial Report (UFR) mapping
- Monitor actual to budget variances on a monthly basis and in collaboration with Vice Presidents amend contracts as necessary
- Develop and maintain dialogues with key state agency officials regarding new initiatives and funding changes
- Prepare monthly management reporting and analysis related to billing and collections and contract profitability
- Develop processes to identify and maximize revenue
- Coordinate with the IT department to ensure billing processes are correct and rates are updated
- Collaborate with the Manager of FP&A to analyze and prepare budgets for new initiatives
- Support Program Directors with financial analysis related to revenue
- Responsible for establishing and implementation of billing and collection procedures for the accounts receivable department
- Collaboratively working with the Controller, to develop systems that support accurate and timely preparation of the Uniform Financial Report. Prepare supporting schedules/documentation
- Working with the Chief Financial Officer, and the Controller, to review monthly financial statements. Prepare monthly Accounts Receivable reports for the Finance Committee
Qualifications:
- Bachelors degree in accounting, business, or a graduate level business degree is required
- A CPA or CMA would be attractive
- Ten (10) plus years experience in accounting, billing and contracts is a must
- Prior experience in human services; social services and/or health care related activities is necessary
- Computer literacy with tools such as Microsoft Office, Tableau (or PowerBI), Internet Explorer and an ability to learn new software applications is necessary
- Experience with Evolv is a plus
