Public Utilities Analyst/Economist II

Department of Public Utilities (DPU), Rates and Revenue Requirements Division

Position Overview

The Public Utilities Analyst/Economist II will apply advanced economic, financial, and statistical analysis to regulatory matters concerning electric, natural gas, and water utilities in Massachusetts. The role involves assessing utility rate filings, revenue requirements, rate design, and financing petitions, and providing data‑driven recommendations to the Commission and DPU staff.

Responsibilities
  • Provide technical support on revenue requirements, cost of service, depreciation, taxes, cost of capital, return on equity, rate design, grid modernization, advanced metering, electric vehicle infrastructure, net metering, solar and storage integration, renewable interconnection, storm cost recovery, pension/post‑retirement benefits, vegetation management, performance incentives, and other related topics.
  • Analyze rate requests and finance petitions from utility companies, developing recommendations using precedent, guidelines, regulations, and policy objectives.
  • Methodically gather, assimilate, and analyze data to identify gaps, inconsistencies, and support conclusions.
  • Prepare written and oral instructions, including memoranda, policy recommendations, and sections of DPU orders, and present findings at hearings.
  • Work productively both independently and in team environments with intermittent supervision.
  • Issue data requests, cross‑examine witnesses, and draft documentation for regulatory filings.
  • Respond to consumer, administrative, and utility inquiries regarding rate and regulatory matters.
  • Collect, compile, and review economic data from internal and external sources for analysis purposes.
  • Maintain professional relationships with utility personnel, agency staff, and other state and federal agencies.
Qualifications
  • Minimum of three years of full‑time (or equivalent part‑time) professional experience in economics, or a combination of experience and education as specified below.
  • Substitutions:
    • • Bachelor’s degree in economics – substitutes up to two years of experience.
    • • Graduate degree in economics – substitutes required experience.
    • • Bachelor’s or higher degree in a non‑economics major – substitutes up to one year of experience.
  • Strong quantitative, analytical, and writing skills; ability to produce clear, concise oral and written communications.
  • Proficiency in economic analysis, rate design, and regulatory processes.
  • Capability to exercise independent judgment and handle complex regulatory matters.
