Description
Mass Health is the Commonwealth's Medicaid and Children's Health Insurance Program (CHIP), providing health care coverage to nearly two million Massachusetts residents and managing more than $20 billion in annual expenditures. As Chief of Integrated Finance and Rates, you will set the strategic direction for the Mass Health finance function, shaping the multi-year fiscal outlook and advising agency leadership on how the Commonwealth's Medicaid dollars are allocated across program areas.
This role works directly with the Chief Financial Officer and the leader of the Integrated Fiscal Strategy team, partnering with them to ensure day-to-day execution is aligned with overall agency direction. You will serve as a leading voice for Mass Health – carrying the agency's budget and financing priorities to the Governor's Office, the Executive Office for Administration and Finance, the Legislature, and federal partners at the Centers for Medicare & Medicaid Services.
This role is a member of the Mass Health Executive team and sits at the intersection of Mass Health programs and the services functions that support them. Success calls for a proactive problem solver who can both direct and influence outcomes. You will need to develop a deep understanding of how Mass Health is funded and spends its dollars; simultaneously, you will need to be able to consistently and naturally synthesize details into the key points in communication with senior stakeholders.

Set the strategic direction for Mass Health finance, including the multi-year fiscal outlook, and advise the Medicaid Director and Deputy Medicaid Director on how the annual budget is allocated across program areas.
Serve as a leading voice for Mass Health finance to external audiences, communicating the agency’s budget and financing priorities to senior staff in the Governor’s Office, the Executive Office for Administration and Finance, the State Legislature, the Centers for Medicare & Medicaid Services, and other key stakeholders.
Provide direction for Mass Health’s managed care pricing and payment framework; ensure coherence with budget and financial operations.
Prepare and position the agency for federal policy change affecting Medicaid financing, payment, and rate-setting; direct the agency’s strategic response ahead of fiscal impact.
Serve as a senior adviser to Mass Health executive leadership; partner with and provide support to Finance and Integrated Fiscal Strategy teams to keep day-to-day execution aligned with strategy.
Preferred Qualifications:Demonstrated experience in senior level finance or strategy roles, with at least 3 years of experience.
Excellent communication skills, including the ability to synthesize and present complex fiscal and regulatory matters to executive leaders, legislators, and external audiences.
Knowledge of and familiarity with Medicaid, especially Medicaid finance topics such as federal budget authority, financing mechanism.
Knowledge of and familiarity with healthcare, especially as it relates to value-based care, medical economics, and total cost of care analysis.
Strategic problem-solving skills and experience in advising and building consensus among executive leadership, federal partners, and state fiscal authorities.
Diverse backgrounds welcome, including state policy, state finance, private sector finance and strategy, investment banking, management consulting.
